Support Center, MLong@psc.gov. The Division of Acquisition Management
has a requirement for the Office of Policy, Planning, and
Administration, CMHS, SAMHSA, to assess the influence of public policy
on both the public and private financing and organization of the
mental health and related service delivery systems and to examine
changes in the financing of the system over time through analysis of
economic incentives and legal regulations as reflected in data on the
behavior of various mental health care organizations. The study would
provide a time series view of changes in clinical technology and mental
health practice. The research would proceed along two tracks. The first
set of analyses would provide an historical view of the clinical
innovations introduced between 1950 and 1998. The second step in the
analysis involves use of surveys done in the public and private
treatment systems that report on the methods used to treat individual
patients. The work described in this project will become part of a
larger effort assessing the health field and supported by the Mac
Arthur Foundation. It therefore requires close collaboration between
the mental health economist(s) conducting these analyses and the Mac
Arthur Foundation principals as well. The Government knows of only one
source, Harvard University Medical School, Department of Health Care
Policy, Boston, Massachusetts. This proposed contract action is for
supplies or services for which the Government intends to solicit and
negotiate with only one source under the authority of FAR 13.106-1(b).
Interested persons may identify, in writing, their interest and
capability to respond to the requirement or submit proposals. This
notice of intent is not a request for competitive proposals. However,
all proposals received with in 15 days after date of publication of
this synopsis will be considered by the Government. A determination by
the Government not to compete this proposed contract based upon
responses to this notice is solely within the discretion of the
Government. Information received will normally be considered solely for
the purpose of determining whether to conduct a competitive
procurement. Any requests for solicitation packages will be considered
