Environmental Protection Agency (EPA) anticipates awarding a
requirements type contract for architect and engineering (A-E) services
in the states of Oregon and Washington as may be required from time to
time and as specified in written delivery orders issued by the
Government. A-E services which may be required under any resulting
contract include fundamental design, final design and construction
phase services for various construction and alteration projects; A-E
studies, surveys, soil borings, investigative reports, and design
criteria development; revisions of A-E drawings of various facilities
to reflect modifications; development of site and utilities plans;
structural analyses and feasibility studies; and construction quality
control inspection. Types of projects may include (1) additions,
alterations, and modifications to existing laboratory and related
facilities; (2) building systems modifications and utilities upgrades;
and (3) site improvements. Firms will be evaluated according tothe
following criteria, which are listed in descending order of importance:
(A) Demonstrated experience and technical competence in performing
design and construction phase services for research laboratories and
related facilities, and modifications thereto; (B) Professional
qualifications and experience of key personnel assigned to this
contract in all engineering disciplines and architecture; (C) Capacity
of firm to complete delivery orders in a timely manner, including
depth of professional and support staff in all disciplines; (D) Record
of past performance on contracts with Government agencies and private
sector work in terms of cost control, quality of work, and compliance
with performance schedules. (Projects listed for consideration shall
include, brief description of the project, performance period, dollar
value, and name, phone and facimile number of client's representative);
(E) Firm located in the States of Oregon and Washington. The basic
contract period shall be one year, with four (4) one-yearoption
periods. THIS PROCUREMENT IS 100% SMALL BUSINESS SET A-SIDE. The
standard industrial code is 8712, and small business size standard is
average annual receipts for the last three fiscal years not exceeding
$4.0 million dollars. Firms desiring consideration shall mail four (4)
copies of Standard Form 254 and four (4) copies of Standard Form 255
for the prime and all team members to the following address: U.S. EPA,

Branch (3204), Room G-507, 401 M Street, SW Washington, DC 20460. All
information must be received at this address not later than close of
