N -- SOAE RUSSIA -- SUROVATIKHA BOILER SOL AIC4331 POC Brian Wilt (703)326-8716; Susan Benik (703)810-4603 The Defense Threat Reduction Agency (DTRA) has a requirement entitled "SOAE Russia Surovatikha Boiler." Under this effort, DTRA will provide a 15MW hot water boiler system to heat the buildings in the Surovatikha Missile Elimination Facility. This will be a sole-source acquisition. The only responsible source is Noiviter Oy. They were chosen because they are the only one who has the required licenses and permits to install the equipment on the site and operate it through the start-up period. Site access permission has already been granted to Noiviter Oy by the Russian Ministry of Defense (MOD). Noiviter Oy also has the required permits for truck transport of equipment through Russia in support of MOD projects. No other boiler company can provide this system in such an environment without causing significant, negative cost and schedule impacts to the project. See Note 22.
