DESC: The U.S. Environmental Protection Agency under the Simplified Acquisition Procedures of FAR Part 13 is seeking a contractor to provide analysis and consulting services for Change Management Issues for Sector-Based Environmental Protection. I.Purpose To conduct change management issue analysis on sector-based environmental protection (SBEP) in EPA. II.Background The Government Performance and Review Act (GPRA) requires government agencies to assess their work in terms of results, not just activity levels. EPA's Strategic Plan and Annual Plans list goals and measurable objectives that conform to these GPRA requirements. Sector-based activities are included explicitly under Goal 8 (Sound Science, Improved Understanding of Environmental Risk, and Greater Innovation to Address Environmental Problems); in the FY 2000 Annual Performance Plan, the Strategic Objective is to Increase Opportunities for Sector Based Approaches: "By 2005, test innovative facility- and sector-based strategies to achieve improved environmental protection, and make successful approaches broadly available." This measure focuses on the institutional effects of the Agency's sector-based efforts. In addition, sector-based approaches are a valuable tool for helping to achieve EPA's other goals aimed at improving the quality of air and water, increasing the safety of food, reducing risk and preventing pollution, improving wastemanagement, and achieving better compliance with the law. Stakeholder involvement is addressed in Strategic Goal 7, Expansion of Americans' Right to Know about their Environment. This goal includes objectives that support increased access to information and opportunities for public involvement. The Office of Policy and Reinvention is responsible for reporting change management for Sector Based Environmental Protection (SBEP) and related activities which evolved from the Common Sense Initiative. It incorporated these concepts into the Sector-Based Action Plans (1999 and 2000) which also includes the Stakeholder Involvement Action Plans (1999 and 2000). OPR also leads an intensive effort to develop performance measures for the new National Advisory Committee on Environmental Policy and Technology (NACEPT) Standing Committee on Sectors, the FY 2000 Sector-Based Action Plan, and the FY 2000 Stakeholder Involvement Action Plan. "Change management" is an emerging discipline which seeks to improve organizational performance by promoting system-wide, purposeful innovation. Systematic change is not an easy, or short term solution. It is a future-oriented approach the Agency is using to address the next generation of environmental problems. Through NACEPT and the SBEP Action Plans, EPA is working with a broad array of stakeholders to examine the current regulatory system, ascertain what could be improved, seek out solutions with a broad application across the Agency. This statement of work presents a part of EPA's effort to develop useful information related SBEP change management efforts. IV. Scope of Work Task 1: The contractor shall meet with the EPA Project Officer and SBEP staff to discuss the context of change management issue analysis, and to discuss the format and presentation of the midyear and final report. Task 2: The contractor shall develop the sector-based change management report using an approach that at a minimum shall include: A. Develop a general framework/methodology for SBEP change management issue analysis, including the scope of the final products. B. Developing a detailed guide to be used for conducting interviews about the specific change management issues, a list of which will be provided by the PO. The interview guide shall be reviewed and approved by the EPA PO before the interviews are conducted. C. Interviewing a cross-section of sector-based stakeholders (i.e., industry, environmental organizations, environmental justice groups, community organizations, labor organizations, state/local governments, and tribal organizations), EPA officials (i.e. Administrator/ Deputy Administrator, Assistant Administrators, Regional Administrators, and Office Directors), EPA staff (e.g. managers and staff), and others involved/concerned with sector-based programs (e.g. academia). The number of interviews is not to exceed 36. All interviews are to be conducted locally in Washington, DC or by telephone. D. Reviewing and analyzing program documents relating to SBEP approaches currently in place in the Agency. Some documents will be provided by the PO and other documents will be identified by the contractor in the course of conducting interviews. E. Updates monthly by phone or e-mail to the EPA PO on the progress of the review. F. Based on the Contractor's knowledge and expertise, and analysis of the gathered information (documentation, interviews, and observations), preparation of a midyear (March 2000) and final report (October 2000) containing findings, conclusions, and recommendations (including options where appropriate). The report shall present a broad view of environmental management through sector-based programs, and identify opportunities for changes in process, substance, and implementation. G. Preparation and delivery of four briefings: two for the EPA PO and other EPA officials in March 2000 (midyear status) and September 2000 (final), and two for the NACEPT Standing Committee on Sectors at its meeting in April (midyear status) and October 2000 (final) (exact dates not yet known, all briefings will be located in the Washington, DC area) on the results of the review and measures development. V. Work Approach In gathering information, conducting interviews, or performing research, the Contractor shall identify him/herself as a contractor to EPA, not an EPA employee. The Contractor shall also inform interviewees of the fact that he/she is not employed by any other firm working on SBEP and shall respect the confidentiality of any communications given in confidence. The Contractor shall not interpret EPA policy on behalf of EPA nor make decisions on matters of policy, regulation, or statute. The Contractor shall not take a stand on the merits of substantive items under discussion in the Sector-based Action Plans (1999 and 2000), and the NACEPT Standing Committee on Sectors. The Contractor must notify both the CO and PO of any actual or potential organizational or personal conflicts of interest by providing a written certification that: 1) either all actual or potential organizational conflicts of interest have been reported to the CO or that no actual or potential organizational conflicts of interest exist; 2) The Contractor recognizes its continuing obligation to identify and report any actual or potential conflicts of interest arising during performance of this statement of work. If an actual or potential organizational conflict of interest is identified during performance under this statement of work, the Contractor shall immediately make a full disclosure in writing to the CO. The disclosure shall include a description of action which the Contractor has taken or proposes to take, after consultation with the CO, to avoid, mitigate, or neutralize the actual or potential conflict of interest. The Contract shall ensure that any methodology used to conduct interviews is consistent with the guidelines and restrictions of the Paperwork Reduction Act. VI. Reports and Deliverables Task 2 -- The contractor shall provide a detailed interview guide within the schedule provided. The interview guide will be reviewed by the EPA PO who will notify the Contractor in writing of any modifications or changes required withing five (5) days of receipt. If modifications are requested the Contractor shall make the changes and submit a new interview guide as soon as practicable for EPA review and approval. If no modifications are requested the interview guide will be approved by the EPA PO. The contractor shall provide a midyear status report and final change management report in the schedule provided. The midyear and final reports will be reviewed by the EPA PO who will notify the Contractor in writing of any modifications or changes required withing five (5) days of receipt. If modifications are requested the Contractor shall make the changes and submit a new midyear and final as soon as practicable for EPA review and approval. If no modifications are requested the midyear and final report will be approved by the EPA PO. The Contractor shall prepare the midyear and final report in both hard copy form (two copies) and on 3.5" disk(s) in WordPerfect 6/7/8 format. The Contractor shall prepare and deliver four briefings on SBEP change management: two for the EPA PO and other EPA officials in March 2000 (midyear status) and September 2000 (final report), and two for the NACEPT Standing Committee on Sectors at its meeting in April 2000 (midyear status) and October 2000 (final). VII. PERIOD OF PERFORMANCE From October 1, 1999 through November 31, 2000. VIII. EVALUATION CRITERIA Award of this contract will be made on a "best value" basis. Contract price and the following factors will be used in making the award decision: PERSONNEL The ability of the proposed individuals in interacting with high level senior officials from the stakeholder groups and the regulatory agencies. Knowledge of SBEP and its evolution within EPA, its approach to innovative environmental management, pollution prevention, continuous improvement, self-management and active collaboration of the regulated community and other stakeholders. Knowledge of the CSI program and its evolution. Knowledge of change management theory. Specific experience of the proposed individuals with industrial environmental performance data collection, storage and analysis including quantitative data collection and issues related to its confidentiality. Past performance and experience of the proposed individuals with the interview approach to environmental performance data gathering and to evaluation and analysis of environmental management systems. Submittal must include years and level of experience of the proposed individuals who will provide senior-level stakeholder interactions and perform the analysis. PAST PERFORMANCE We are requesting a minimum of two references for similar services provided to the Government or private sector within the last three years. References must provide summary of specific services performed, sample documents, dates of performance, and point of contact for confirmation. XI. ITEMS FOR SUBMISSION The following items must be submitted for a quote to be evaluated: a. A description of how the organization meets the required qualifications, including a description of the organization's experience as it relates to the evaluation criteria; b. A detailed account of the proposed approach that will be taken to meet the needs of this request as outlined and described in this SOW; c. Resumes of the proposed review team members.
