CHILD SUPPORT ENFORCEMENT LEGISLATIVE SUPPORT PROJECT. The
Administration for Children and Families intends to negotiate with the
National Conference of State Legislatures, on the basis of other than
full and open competition. The purpose of the project is to continue
to provide to ACF, Child Support Enforcement (CSE) legislative support
activities that empower state legislators with the information they
need to effectively respond to the CSE requirements of Federal welfare
reform law, while developing legislative capacity and leadership
around CSE issues. This contract includes a range of information and
communication options designed to focus intensively on the legislative
audience and the requirements of welfare reform. The approximate
period of performance for this 12-month effort will be from 10/30/99 to
10/29/2000. The anticipated Request for Proposal (RFP) release date is
9/15/99. The authority for this noncompetitive award is 41 USC
