COMMERCE BUSINESS DAILY ISSUE OF SEPTEMBER 2,1999 PSA#2424A -- RESEARCH EVALUATION SERVICES The Air Force Office of Scientific
Research (AFOSR) anticipates issuance of a DRAFT Request for Proposals
(RFP) for questions and comments _ ONLY! The objective of the DRAFT
RFP is to obtain questions and comments regarding the future
procurement of a contractor to provide research evaluation services for
the Chemistry and Life Sciences Directorate (NL) in sub areas that
include Neurosciences (e.g., neurochemistry, electro physiology,
neuroanatomy, Multisensory Integration/Spatial Orientation,
Cardiovascular Physiology, Bioenvironmental Hazards; Biology and
Chronobiology Psychophysics, Psychophysiology, Physiological
Psychology, Sensation, Perception, Cognition); Computer Sciences (e.g.,
Vision and Robotics); Otolaryngology; Meteorology, Chemistry (e.g.,
computational chemistry, polymeric and organic materials, photonic
materials, inorganic and surface chemistry, high energy density
materials); Biotechnology (e.g., materials and processes); and Fuels
(e.g., petroleum and synthetic); and in related programs under
development. AFOSR will be seeking qualified sources to provide
research evaluation services for NL. Functions required to provide
research evaluation services for NL include providing the necessary
personnel, facilities, equipment and other resources required to
provide research evaluation services as set forth in the following
tasks: (1) Managing the proposal evaluation process. (2) Organizing
program/contractor reviews, workshops and panel meetings and assemble
scientific groups to assist NL in the management of the basic research
areas. (3) Providing advisors to make presentations and assist
Government personnel with analyzing areas of relevant science. (4)
Providing advisors to assist and advise during site visits to research
laboratories, panel meetings, workshops and reviews. (5) Gathering,
store and maintain data pertinent to the evaluation services for
proposals for NL. (6) Providing smooth transition of evaluation
services for proposals for NL from incumbent contractor to successor
contractor. (7) Providing reports. The current contract for the
research evaluation services for NL, from 1995 to present, have been
provided through Contract No. F49620-95-C-0026, awarded to UES, Inc.
The present contract period of performance ends 28 Feb 00. The
successful offeror will be required to work with the incumbent
contractor, as necessary, to smoothly transition management of the
research evaluation services; as well as be required to transition
management of the research evaluation services to a successor
contractor when the contract performance period ends. AFOSR anticipates
the contemplated period of performance, including options, to be 5
years. The acquisition will be accomplished in accordance with FAR
15.101-2, Lowest Price Technically Acceptable Source Selection Process.
This award may be made without discussions. STEP 1 _ Will consist of
submission of Technical Proposals _ ONLY. Evaluation of technical
proposals to determine acceptability shall be based on the factors set
forth in the Evaluation Factors section of the RFP. STEP 2 _ Upon
completion of evaluation of Technical Proposals, Evaluation Notices
will be released to all offerors. STEP 3 _ Price Proposals will be
requested and proposals accepted from only those firms who have
submitted technically acceptable proposals pursuant to STEP 1. Each
Price Proposal submitted for STEP 3 must be based on the offeror_s own
Technical Proposal determined to be acceptable under STEP 1 either
initially or as a result of discussions. STEP 4 _ Award will be made to
the lowest price technically acceptable offeror. Early Proposal
Information: In order to expedite the evaluation process, offerors will
be asked to submit past performance questionnaires 15 days prior to
Technical Proposal submittal. This will allow the Government to begin
evaluation of performance early. Failure to submit early past
performance information will not result in offeror disqualification.
The resultant contract will be through a Cost Plus Fixed Fee
arrangement. Pass through funding will be Cost Reimbursable, no fee
arrangement and with a reduced General & Administrative (G&A) or
Facilities and Administrative (F&A) rate. The proposed service Standard
Industrial Classification Code (SIC Code) is 8741, Management Services,
and the size standard is $5M. Respondents should identify if they are
a small or small disadvantaged business based on this SIC Code.
Interested sources are requested to provide any questions/comments, no
later than 4:30 PM EST on 10 Sep 99, chemlife@afosr.af.mil. Offerors
should be aware that we do not intend to provide verbal answers to
questions/comments. Therefore, offerors must submit their
questions/comments in written format to the above-mentioned email
address. This will enable the government to research all questions and
ensure that correct answers are posted on the internet. Printed
responses will not be furnished. Advance notification of the release of
the RFP will be published in the Commerce Business Daily on or about 16
Sep 99. All prospective offerors are reminded to monitor the home page,

contemplates release of the RFP on or about 1 Oct 99, with award on or
