COMMERCE BUSINESS DAILY ISSUE OF SEPTEMBER 2,1999 PSA#242470 -- CALLER-ID UNITS The Social Security Administration (SSA) is
seeking vendors who can provide Caller-ID equipment that will gather
information from SSA callers to our Field Offices nationwide and
provide reports. The Caller-ID must interface with the Fujitsu,
Executone and IVX telephone switching systems on an external basis. The
vendor must able to install, relocate SSA-owned Caller ID equipment.
Background: The Office of Quality Assurance (OQA) plans to evaluate
customer satisfaction with the Field Office Telephone Service by
collecting Caller ID information and then contacting a certain number
of callers to collect customer satisfaction information. To accomplish
this task SSA plans to install Caller ID (usually Deluxe Caller ID),
from the Local Exchange Carriers onto telephone lines in 55 offices
nationwide by July 30, 1999. SSA-owned Caller ID Equipment will be
installed by the vendor at about 15 of these sites and purchased Caller
ID equipment will be installed by the vendor at the rest of the sites.
There are about 15 lines per site and these lines will pass through
the Caller ID equipment. The Caller ID equipment must capture the
Caller ID name, the Caller ID number and all numbers entered by the
caller in response to the Automated Attendant menu. In addition, the
start time of the call, the duration of the call, and the number of
rings to answer the call must be captured for every call with a valid
Caller ID. OQA's study will be conducted in two phases within a
12-month time frame. Each study will be about two weeks in duration.
During each study period, the Caller ID equipment will be automatically
downloaded after the office closes and all the collected information
sent to a remote data collection center at the vendor's location. The
data collection center filters, compiles, and combines the information
for all 55 sites into one ASCII flat file. This file is then E-mailed
to the SSA contact by the next morning for processing. The Caller ID
equipment provided must be physically small, wall mountable and capable
ofmonitoring multiple phone lines. The office may contain an average of
15 lines needing to be attached to these boxes. Caller ID boxes must be
capable of storing up to 2000 calls per day between downloads. Caller
ID boxes must have the ability to be remotely programmed by the vendor,
automatically provide full and partial downloads and the ability to
analyze intermittent modem connection problems. These boxes may be
installed in the Continental United States, Puerto Rico, Virgin
Islands, SAIPAN, Agana Guam, Alaska and Hawaii. Currently the Agency
has enough Caller ID boxes to do about 15 sites. That equipment, (Zeus
Phonstuff Scout units) must be picked up, reprogrammed and
re-installed in other locations as part of this requirement. The vendor
is required to provide a statement addressing that fact that their
equipment is Y2K compliant and verifying the equipment has a one-year
on-site warranty period after installation. All boxes must be tested
and installed at each of the 55 Field Office locations by July 30th,
1999. All interested vendors should provide detailed information,
including product identification and product literature. All
documentation must be submitted to the contact listed above by July 7,
1999. No solicitation document exists and written or telephone
requests for copies of a solicitation will not be accepted.
