This announcement is for the purpose of soliciting names of United
States construction or International construction firms interested in
submitting an offer on the project described below. To be considered a
U.S. construction firm, the firm must: perform construction as a
significant portion of its business; be incorporated and have its
corporate headquarters in the United States; have filed corporate and
employment tax returns in the United States for a minimum of two (2)
years; have paid any taxes due as a result of these filings; must have
filed Federal and State income tax returns (if required) for two (2)
years, and has paid any taxes due as a result of these filings; employ
United States citizens in key management positions. Joint ventures
with U.S. construction firms are evaluated as U.S. construction firms.
Offerors that do not qualify as U.S. construction firms are evaluated
by adding twenty (20) percent to the offer. Project magnitude is
between $25,000,000.00 and $100,000,000.00. Award willbe made on a
firm-fixed price basis only. PROJECT SCOPE: The project scope includes
the construction of two new facilities at the Naval Support Activity
(NSA), Manama, Bahrain. Security Barracks, a multi story, blast
resistant reinforced concrete building on pile foundations inclusive of
blast resistant windows, reinforced concrete floors and roof. Exterior
work includes roads, adjacent parking and demolition of existing
facilities. Transient Bachelor Quarters, a multi story concrete
building on pile foundations, inclusive of blast resistant windows and
reinforced concrete walls and roof. Exterior work includes utility
upgrades, water distribution, pedestrian plaza and parking. CONTRACT
PROCEDURES: Hard copies of both a technical proposal and price proposal
are required. At a minimum, proposals will be evaluated in the
following areas: (1) reasonableness of price IAW DFARS 252.236.7010;
(2) past performance; (3) experience; (4) knowledge of project . This
Request for Proposal (RFP) will be issued to construction contractors
only, responding to this notice. Tentative date for issuance is October
15, 1999. Tentative date for receipt of proposals is December 8, 1999.
A site visit will be conducted in Bahrain on or about November 8,
1999. Construction period is approximately 30 months with interim
completions for specific items of work. NOTE: Construction firms
interested in receiving this solicitation are required to send a
