The Operational Contracting Division, ESC/PKOC intends to negotiate and award a sole source contract to Bell Atlantic for the removal of aerial telecommunications lines from the existing telephone poles and installing lines in the existing underground conduit, under FAR 6.302, only one or a limited number of responsible sources. The government intends to award a contract using Far Part 15 procedures. Bell Atlantic is the only firm that is believed to be able to meet this capability as they have ownership of the telecommunications lines at Hanscom Air Force Base. If any firm believes it can be responsive to this requirement, it should submit its qualifications and capabilities to the Operational Contracting Office no later than 15 Sep 1999 for consideration.
