The Naval Air Systems Command intends to negotiate and award a firm-fixed priced contract modification to contract N00019-99-C-1331 to procure a production lot of the AN/ALQ-99 Universal Exciter Upgrade (UEU). If awarded, the contract modification will increase the total quantity of UEUs by 105 and include Integrated Logistics Support (ILS), and associated data. The UEU is a Weapons Replaceable Assembly (WRA) that is pod-mounted on the EA-6B aircraft and operates in a real-time environment as part of the AN/ALQ-99 Electronic Countermeasures System. The UEU produces radar and communication jamming signals on two transmitter-related channels and performs testing and calibration functions under the direction of the On-Board Tactical Computer. The Government intends to award a contract to AIL Systems, Inc. pursuant to Title 10 U.S.C. 2304(c)(1) since AIL Systems, Inc. is the designer, developer and sole manufacturer of the AN/ALQ-99 UEU and is the only known source that can meet program schedule requirements.
