This procurement is unrestricted; all responsible sources may submit an
offer. This is a combined synopsis/solicitation for commercial items
prepared in accordance with FAR 13 and the format in FAR Subpart 12.6,
as supplemented with additional information included in this notice.
This announcement constitutes the ONLY solicitation; quotes are being
requested and A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED.
Solicitation number/RFQ N00244-99-T-B283 applies. This solicitation
document and incorporated provisions and clauses are those in effect
through all Federal Acquisition Circulars and Defense Federal
Acquisition Regulations Supplement 1998 Edition including updates
through today's date. The standard industrial code is 1629 and the
business size standard is $17.0 million (annual sales). The agency need
is for a floating dock to be supplied and installed as outlined in Line
Item 0001. This requirement is for a fixed priced contract for one line
item as follows. Line Item 0001: Floating dock, 8 ft x 125 ft long, in
five sections of 8 ft x 25 ft. Dock to have eight roller guides
attached to existing pier. Ramp 4 ft x 25 ft attached to 5 ft x 6 ft
landing at top of existing pier and wheels on the bottom of the ramp to
ride on dock. Ramp and platform includes handrail. One finger 5 ft x 35
ft added to floating dock for parking boats. Construction will be
16-in. aluminum truss system with 3 in x 16 in pressure-treated face
board and heavy-duty fender rail. Decking to be 2 in x 6 in
wood-polymer composite, 12 in tie-up cleats, eight roller guides
attached to existing pier. All hardware to be stainless steel.
Freeboard will be 24 in to 26 in. The 5-ft x 6-ft platform and ramp
will be aluminum frame, aluminum handrails and 2 in x 6 in wood-polymer
composite decking. Drawing available upon request. All items are to be
delivered to/installed at: Special Boat Unit Twelve, 3402 Tarawa Road,
San Diego, CA 92155. Inspection/Acceptance shall be made at
destination. The provision at FAR 52.212-1, Instructions to
Offerors-Commercial Items applies. Addendum -- Paragraph (b)(5): Offers
shall provide an express warranty which at a minimum shall be the same
warranty terms, including offers of extended warranties, offered to
the general public. Express warranties shall be included in the
contract. Addendum provisions FAR 52.247-45, F.O.B. Origin and/or
F.O.B. Destination Evaluation. Clause 52.212-4, Contract Terms and
Conditions Commercial Items, applies as well as the following addendum
clauses: FAR 52.211-5, Material Requirements. The clause at FAR
52.212-5, Contract Terms and Conditions Required To Implement Statutes
or Executive Orders-Commercial Items applies with the following
applicable clauses for paragraph (b): FAR 52.222-26, Equal Opportunity;

the Vietnam Era; FAR 52.222-36, Affirmative Action for Workers with
Disabilities; FAR 52.222-37, Employment Reports on Disabled Veterans
and Veterans of the Vietnam Era; and FAR 52.232-33, Payment by
Electronic Funds Transfer Central Contractor Registration. DFARS
252.212-7001, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders Applicable to Defense Acquisitions of
Commercial Items, applies with the following clauses applicable for
paragraph (b): DFARS 252.225-7035, Buy American Act -- North American
Free Trade Agreement Implementation Act -- Balance of Payments Program
Certificate; and DFARS 252.225-7036, Buy American Act -- North
American Free Trade Agreement Implementation Act -- Balance of Payments
Program; and FAR 52.225-11, Restrictions on Certain Foreign Purchases.
The government intends to make a single award to the responsible
offeror whose offer is the most advantageous to the government
considering price and price-related factors. Factors include price and
delivery. OFFERORS ARE REQUIRED TO COMPLETE AND INCLUDE A COPY OF THE

days), anticipated delivery/availability of product/s, the company's

correspondence. In addition, if you are quoting on a comparable
commercial item, product literature must be included. All FAR
certifications and representations specified above must also accompany
