items prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. THIS
ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION, PROPOSALS ARE BEING
REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Offers are to
be forwarded to the following address not later than 2:00 PM EST,

DCA100-99-T-4049. THIS ACQUISITION IS SHORT-FUSED AND OFFERORS MUST
SUBMIT THEIR PROPOSAL BASED ON THE INFORMATION PRESENTED HEREIN AND IT
IS NOT ANTICIPATED THAT THERE WILL BE ANY RFQ AMENDMENTS. PROPOSALS
MUST BE RECEIVED IN HARD COPY AND IN WRITING; FACSIMILE PROPOSALS WILL
NOT BE ACCEPTED. The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
97-12. The Standard Industrial Classification is 3089 and the Size
Standard is 500. The requirement is solicited on an open-market basis
as a 100 percent total small business set-aside. Award for this
requirement will be made to the small business who submits a responsive
proposal, which offers the lowest price and is technically acceptable.
DISA has a requirement to procure Two Hundred and Fifteen (215)
deployable travel cases for Lucent Telephones Models 922 and 925. The
Government requires that a prototype be developed and upon inspection
and acceptance of the prototype, production of the remaining cases will
be authorized. The deployable telephone travel cases will be produced
to conform to the following specifications: 1) The case shall have
three (3) sets of compartments: one will hold the Lucent telephones
without hand sets and cords that measures 2.5"W x 9"L x 9.5"D, one
which will hold hand sets that measures 2" x 2" x 6", and one which
will hold fifteen (15) 25 foot cords (minimum size) that measures 6" x
8"; 2) The case shall be sized and shaped to allow being carried in
one hand by one person; 3) The case shall be waterproof and protect the
contents from damage during wet conditions (no submersion requirements
are needed); 4) The contents of the case shall be balanced within the
case; 5) The telephones shall be isolated in individual pockets; 6)
The hand sets shall be placed so the ten (10) hand sets shall not be
damaged during transport; 7) The case shall be capable of transport via
commercial shipping companies, meet commercial airline size
requirements for checked baggage, and meet durability required for
military shipping; 8) The case shall have a 5-year life expectancy; 9)
The case shall have recessed latches and hindges; 10) The case shall
have no metal edges that if damaged, would affect the watertight
integrity of the case; 11) The primary color of choice is gray, the
secondary color of choice is black, and the selection of the case color
shall not delay the delivery of the cases. The offeror shall propose
their standard commercial warranty for the items and provide a copy of
the warranty with the proposal. Attach a copy of your commercial price
list, discount policy, and terms and conditions. The first item is to
be delivered FOB Destination eighteen (18) days after receipt of order.
Delivery of remaining units will be forty-five (45) days after
inspection and acceptance of first unit. Delivery will be in
Washington, DC 20374; the exact address will be provided at contract
award. Acceptance of the first unit will be within 1 day after receipt
of first unit. Acceptance of the remaining units will be within 5 days
after receipt of shipment. Normally, the Government expects to see a
discount policy, which is equal to that provided by your standard
commercial discount policy for that item. The offeror's standard
commercial packing/packaging will be utilized to provide for damage
free shipment and receipt at destination. THE OFFERED PRICE WILL
INCLUDE ALL FREIGHT CHARGES. Anticipated award date is no later than
September 30, 1999. The Government intends to award one (1) purchase
order for the above requirement. The following FAR Part 12 clauses
apply: (1) FAR 52,212-1, Instruction to Offerors-Commercial Items (no
other additional instructions other than those noted above); (2) FAR
52.212-2, Evaluation-Commercial Items. (3) A complete copy of FAR
52.212-3, Offeror Representations and Certifications-Commercial Items,
must be submitted with your offer. (4) FAR 52.212-4, Contract Terms
and Conditions-Commercial Items applies; (5) FAR 52.212-5, Contract
Terms and Conditions Required to Implement Statutes or Executive
Orders-Commercial Items. The following Defense FAR Supplement clauses
are applicable: (1) DFARS 252.212-7000, Offeror Representations and
Certifications-Commercial Items is applicable and the certification is
to be provided; (2) DFARS 252.212-7001, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders Applicable to
Defense Acquisition of Commercial Items is applicable; and (3) DFARS
252.225-7001, Buy American Act and Balance of Payents Program applies.
Award will be to the lowest priced responsible offeror who provides a
product that is technically acceptable in acordance with the
specifications outlined in this document. If a product does not meet
all the requirements of the specifications for the product, the
Government will deem the product as being technically unacceptable and
