This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the "only solicitation;" proposals are being requested and a written solicitation will not be issued. 17(ii). Solicitation #IA0300-S9234965 is issued as a Request for Proposal (RFP). 17(iii). This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-12 dated June 17, 1999 17(iv). This is a full and open procurement for Broadband Antennas under SIC 3663, Radio and Television Broadcasting and Communications Equipment 17(v). The United States Information Agency (USIA), International Broadcasting Bureau (IBB), has a multi-year requirement for the various size FM antennas. The Government contemplates awarding one or more firm-fixed price indefinite delivery/indefinite quantity (IDIQ) contract(s) for one Base Year period plus four (4) one-year options to extend the contract term. The subject IDIQ contract(s) will have a minimum dollar guarantee of $50,000 for the Base Year and each Option Year exercised, with the cumulative maximum dollar value of all delivery orders issued not exceed $5 million. It is projected that multiple orders of antennas will be made over the duration of the base contract and option years with the majority of orders issued near the end or the beginning of the Government's Fiscal Year. Each Offeror is requested to propose a family of commercial quality FM Broadcast Antennas meeting the requirements described herein which will be procured on an indefinite-quantity basis configured specifically for the location identified in the subsequent IDIQ order with delivery to IBB Headquarters in Washington DC. These antennas will be installed by the Government at various multiple locations worldwide. The following contract line items identify IBB specific requirements for antennas with 6 power input capabilities ranging from 200 Watts to 10,000 Watts. CLIN 0001: Fabrication, factory acceptance testing, packing and shipment of 200 Watt Omni-Directional and Directional Antennas, with annual quantities ranging from 1 to 30 each. CLIN 0002: Fabrication, factory acceptance testing, packing and shipment of 500 Watt Omni-Directional and Directional Antennas, with annual quantities ranging from 1 to 20. CLIN 0003: Fabrication, factory acceptance testing, packing and shipment of 1,000 Watt Omni-Directional and Directional Antennas with annual quantities ranging from 1 to 20. CLIN 0004: Fabrication, factory acceptance testing, packing and shipment of 2,000 Watt Omni-Directional and Directional Antennas with annual quantities ranging from 1 to 5. CLIN 0005: Fabrication, factory acceptance testing, packing and shipment of 5,000 Watt Omni-Directional and Directional Antennas with annual quantities ranging from 1 to 5. CLIN 0006: Fabrication, factory acceptance testing, packing and shipment of 10,000 Watt Omni-Directional and Directional Antennas with annual quantities ranging from 1 to 5. 17(vi). Description: The subject FM broadcast antennas shall be in accordance with the manufacturer's standard commercial quality, off-the-shelf design and as a minimum meet the functional and performance criteria contained herein. These antennas shall be highly reliable, efficient and durable, and have a proven performance quality assurance track record. All antennas supplied shall be complete ready for assembly and mounting including individual radiators, power dividers, inter-connecting coaxial cabling, attachment hardware, etc. in addition to meeting the following specific technical performance requirements: (1) Frequency: Broadband capability; operate at any frequency in the standard FM broadcast band, 88 MHZ -- 108 MHZ; where it is understood that in order to meet this requirement an Offeror may have to propose more than one antenna model to cover the FM broadcast band; (2) Power Rating: Designed to match a typically all solid-state transmitter of similar output ratings of: 200 Watts, 500 Watts, 1000 Watts, 2000 Watts, 5000 Watts, or 10,000 Watts; (3) Pattern -- Offeror(s) shall propose a variety of antennas at each power rating ranging from near omni-directional, consistent with side tower mounting, to directional azimuth patterns which maximize gain. Each Offeror, in their proposal, shall optimize the tradeoffs between price, azimuth pattern circularity and/or coverage and antenna gain; (4) VSWR -- Less then or equal to 1.5:1 at full rated power over a broadband frequency range; (5) RF Input Impedance -- 50 ohms; (6) RF Input Termination -- Type N, female (1000 Watt and below antennas); 1-5/8 inch EIA flange, female (for 2000 Watt, 5000 and 10,000 Watt antennas); (7) Mounting: Typically side mounted on tower, mast, building, or other structure (depending on directionality of antenna), array height should be optimized. Each FM broadcast antenna shall meet the following general requirements: (8) Documentation: The Contractor shall provide one (1) set of its English version standard off-the-shelf Operation and Maintenance (O&M) manuals and installation sheets with each antenna delivered; (9) Configuration: Each antenna ordered shall be configured specifically for its final worldwide location designated for that antenna as stated in the IDIQ delivery order. Typical factors to consider include frequency, mounting, local topography, demography, environmental, altitude, wind loading, IEC certifications, etc. It is expected that in most cases the Contractor's standard product will meet all specific location requirements; (10) Packing: Each antenna shall be packed individually in wooden crate(s) ready for overseas/international shipment. 17(vii). Delivery: The Offeror's proposal shall state their estimated delivery time in calendar days for their antenna(s) to be delivered to an IBB designated freight-forwarder location in the vicinity of Washington DC after receipt of award of contract /delivery order. The Government (IBB)will take conditional acceptance of the antennas at the IBB designated freight-fowarder location. Final acceptance will be upon installation, commissioning, and final testing of the antenna. 17(viii). Solicitation provision at FAR 52.212-1, Instruction to Offerors -- Commercial Items (Aug 98) is hereby incorporated by reference. With regard to Item (j), Offerors are reminded to identify and submit their DUNS# with their proposal. The Technical Proposal should reflect the Offeror's understanding of and compliance with the technical requirements set forth in this RFP and be legible, practical, clear, coherent. As a minimum, they should contain the below specified information organized as follows: (1) Statement of Qualifications, (2) Table of Contents, (3) List of Tables, Drawings, Exhibits, Attachments, (4) Executive Summary -- not to exceed 3 pages, (5) Technical Information and Data that provides specific and clear narrative description that demonstrates the extent to which the proposed equipment willmeet or exceed the Government's RFP requirements, (6) Management Information and Data that addresses (a) Resource Management and a description of how the Offeror proposes to bring forth the resources necessary to deliver the subject components, and (b) Experience and detailed description of Past Performance, with a listing of no fewer than three (3) but no more than ten (10) previous or ongoing contracts related to delivery of the similar equipment. The Price Proposal shall be provided separate from the Technical Proposal. 17(ix). Solicitation provision at FAR 52.212-2, Evaluation -- Commercial Items (JAN 99), applies to this acquisition.
