commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the "only solicitation;"
proposals are being requested and a written solicitation will not be
issued. 17(ii). Solicitation #IA0300-S9234964 is issued as a Request
for Proposal (RFP). 17(iii). This solicitation document and the
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-12 dated June 17, 1999 17(iv). This is a full
and open procurement for Broadband FM Broadcast Transmitters under SIC
3663, Radio and Television Broadcasting and Communications Equipment
17(v). The United States Information Agency (USIA), International
Broadcasting Bureau (IBB), has a multi-year requirement for the various
(size) FM broadcast transmitters. The Government contemplates awarding
one or more firm-fixed price indefinite delivery/indefinite quantity
(IDIQ) contract(s) for one Base Year period plus four (4) one-year
options to extend the contract term. The subject IDIQ contract(s) will
have a minimum dollar guarantee of $50,000 for the Base Year and each
Option Year exercised, with the cumulative maximum dollar value of all
delivery orders issued not exceed $5 million. It is projected that
multiple orders of transmitters will be made over the duration of the
base contract and option years with the majority of orders issued near
the end or the beginning of the Government's Fiscal Year. The
Contractor shall provide commercial quality, solid-state FM broadcast
transmitters (with exciters) configured specifically for the location
identified in the subsequent IDIQ order with delivery to IBB
Headquarters in Washington DC. These transmitters will be installed by
the Government at various multiple locations worldwide with the
majority of such delivery orders expected to be for the lower range FM
transmitters. The following contract line items identify IBB
requirements for transmitters with 6 power output capabilities ranging
from 200 Watts to 10,000 Watts. CLIN 0001: Fabrication, factor
acceptance testing, packing and shipment of 200 Watt Transmitter, ready
for installation with quantities ranging from 1 to 30 each. CLIN 0002:
Fabrication, factory acceptance testing, packing and shipment of 500
Watt Transmitter, ready for installation with quantities ranging from
1 to 20 each. CLIN 0003: Fabrication, factory acceptance testing,
packing and shipment of 1,000 Watt Transmitter, ready for installation
with quantities ranging from 1 to 20 each. CLIN 0004: Fabrication,
factory acceptance testing, packing and shipment of 2,000 Watt
Transmitter, ready for installation with quantities ranging from 1 to
5 each. CLIN 0005: Fabrication, factory acceptance testing, packing and
shipment of 5,000 Watt Transmitter, ready for installation with
quantities ranging from 1 to 5 each. CLIN 0006: Fabrication, factory
acceptance testing, packing and shipment of 10,000 Watt Transmitter,
ready for installation with quantities ranging from 1 to 5 each.
17(vi). Description: The subject FM broadcast transmitters shall be in
accordance with the manufacturer's standard commercial quality,
off-the-shelf design and as a minimum meet the functional and
performance criteria contained herein. The transmitters shall be
solid-state, highly reliable and efficient, have a proven performance
quality assurance track record and all transmitters supplied up to
1,000 Watt power shall meet all International Electro-technical
Commission (IEC) requirements in addition to the following specific
technical performance requirements: (1) Frequency: Broadband capability
to operate at any frequency in the standard FM broadcast band, 88 MHZ
-- 108 MHZ; synthesized exciter with field selectable 100 kHz channels
with 50 and 75 S pre-emphasis; (2) Power Output: 200 Watt, 500 Watt,
1000 Watt, 2000 Watt, 5000 Watt, 10000 Watt or similar family of power
ratings of the Contractor's commercially available transmitters; (3)
RFOutput Impedance: 50 ohms; (4) RF Output Termination: Type N, female
(1 kW and below); 1-5/8" EIA flange, female (for 2kW and 5kW), 3-1/8"
EIA flange, female (for 10kW transmitters); (5) AC Input Power: 120,
208, 220 or 240 Volts (AC), 50 or 60 cycle (Hz), single-phase, two-wire
(for 1kW and below); 197-250 Volts (AC), 50 or 60 cycle (Hz),
three-phase, three-wire (for 2kW, 5kW and 10kW). NOTE that AC input
power shall be location dependent and will be specified when IDIQ
Delivery Order is issued. (6) RF Harmonics and Spurious Emissions: In
accordance with CCIR Recommendations and ITU Regulations pertinent to
the operating frequency band, at full rated power output; (7) VSWR:
capable of handling 1.5:1 at full rated power output and automatic
power reduction into high VSWRs; (8) Remote Operation: Transmitters
shall be capable of being remotely controlled and the Contractor shall
provide complete documentation describing the physical interface and
the control protocols. Each FM broadcast transmitter shall meet the
following general requirements: (9) Documentation: The Contractor shall
provide one (1) set of its English version standard off-the-shelf
Operation and Maintenance (O&M) manuals with each transmitter
delivered; (10) Configuration: Each transmitter ordered shall be
configured specifically for its final worldwide location designated for
that transmitter as stated in the IDIQ delivery order. Typical factors
to consider include environmental, altitude, AC power input, IEC
certifications, etc. It is expected that in most cases the Contractor's
standard product will meet all specific location requirements; (11)
Packing: Each transmitter shall be packed individually in wooden
crate(s) ready for overseas/international shipment. 17(vii). Delivery:
The Offeror's proposal shall state their estimated delivery time in
calendar days for their transmittter(s) to be delivered to an IBB
designated freight-forwarder location in the vicinity of Washington DC
after receipt of award of contract /delivery order. The Government
(IBB) will take conditional acceptance of the transmitters at the IBB
designated freight-fowarder location. Final acceptance will be upon
installation, commissioning, and final testing of the transmitter.
17(viii). Solicitation provision at FAR 52.212-1, Instruction to
Offerors -- Commercial Items (Aug 98) is hereby incorporated by
reference. With regard to Item (j), Offerors are reminded to identify
and submit their DUNS# with their proposal. The Technical Proposal
should reflect the Offeror's understanding of and compliance with the
technical requirements set forth in this RFP and be legible, practical,
clear, coherent. As a minimum, they should contain the below specified
information organized as follows: (1) Statement of Qualifications, (2)
Table of Contents, (3) List of Tables, Drawings, Exhibits, Attachments,
(4) Executive Summary -- not to exceed 3 pages, (5) Technical
Information and Data that provides specific and clear narrative
description that demonstrates the extent to which the proposed
equipment will meet or exceed the Government's RFP requirements, (6)
Management Information and Data that addresses (a) Resource Management
and a description of how the Offeror proposes to bring forth the
resources necessary to deliver the subject components, and (b)
Experience and detailed description of Past Performance, with a listing
of no fewer than three (3) but no more than ten (10) previous or
ongoing contracts related to delivery of the similar equipment. The
Price Proposal shall be provided separate from the Technical Proposal.
17(ix). Solicitation provision at FAR 52.212-2, Evaluation --
Commercial Items (JAN 99), applies to this acquisition. The Government
will evaluate offers in response to this solicitation and expects to
award a contract to the responsible Contractor whose offer, conforming
to the RFP will be most advantageous to the Government, price and
other factors considered. The Government also reserves the right to
award more than one contract in response to this combined CBD
synposis/solicitation. The following evaluation criteria are ranked in
the descending order of importance: (1) Technical Capability to meet
the Agency's requirements; (2) Past Performance in accordance with FAR
15.304; and (3) Price -- being equivalent to the combined technical
evaluation factors. Specific Technical Evaluation criteria for the
above are as follows -- (i) Technical Capability -- each Offeror shall
include specific statements and documentation clearly describing how
the Offeror meets the technical requirements stated for the above items
along with: (a) specification and/or data sheets for each model (e.g.,
power output level) of transmitter offered, (b) a clear statement that
each of the performance requirements stated herein is understood and
will be fully complied with in any resultant contract unless otherwise
agreed to by the Government, (c) a clear description of any variation
to any of the requirements stated herein, (d) a recommended spare
parts list for each model of transmitteroffered, and (e) delivery
information in calendar days for fabrication and delivery to IBB in the
vicinity of Washington, DC of single units of each model (e.g. power
output level) of transmitter offered as well as delivery information
pertaining to multiple quantities of each model along with clear
explanation of any conditions or limitations in delivery; (ii) Past
Performance -- Offerors will be evaluated on their completion of prior
successful accomplishments, and shall include a reference list of
recent and relevant contracts for similar equipment including contract
numbers, technical points of contact with telephone numbers, address
and other relevant information including date of order and quantity
delivered, for each model of transmitter offered: (a) a minimum of ten
(10) years of experience in the design and manufacture of FM broadcast
transmitters, (b) a minimum of five (5) years of experience in the
design and manufacture of all solid-state FM broadcast transmitters,
and (c) a minimum of one (1)year of full-time commercial service for
each model (e.g. power output level) of transmitter offered; (iii)
Price -- Each Price Proposal shall include for each of the five (5)
years: (a) distinct unit pricing for each model (e.g. power output
level) of transmitter (including exciter, documentation, packing, and
delivery to IBB, Washington, DC); (b) prices for multiple quantities
for each model clearly describing any price breaks for quantities
greater than one (1); and (c) prices for each item on the recommended
spare parts list for each model of transmitter offered. The Price
Proposal from each Offeror shall include either a statement of price
validity for five (5) years, distinct pricing for each year, or a clear
explanation of how the price(s) would adjust each year of the contract
Pricing information shall be provided separate from the technical
information and past performance [items (i) and (ii) above]. 17(x).
Offerors are advised that in order for their written proposal to be
considered "responsive" that they shall complete and include with their
offer the provision at FAR 52.212-3, Offeror Representations and
Certifications -- Commercial Items (May 99). Full text of all FAR
clauses are available electronically at the following internet address
{http://www.arnet.gov/far} 17(xi). The provision at FAR 52.212-4,
Contract Terms and Conditions -- Commercial Items (MAY 99) are hereby
incorporated by reference and applies to this acquisition. 17(xii). The
provision at FAR 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders -- Commercial Items (MAY 99), is
hereby incorporated by reference. The following paragraphs apply to
this solicitation and any resultant contract: (b)(1) FAR 52.203-6 with
Alternate I, (b)(3) FAR 52.219-4, (b)(5) FAR 52.219-8, (b)(11) FAR
52.222-21, (b)(12) FAR 52.222-26, (b)(13) FAR 52.222-35, (b)(14) FAR

Additional Contract Terms and Conditions applicable to this procurement
are: (i) Offerors are advised to include with their offer a copy of the
applicable warranty provisions which would apply to the subject
equipment acquisition. Solicitations for commercial items require
Offerors to extend to the Government at least the same warranty terms,
including offers of extended warranties, offered to the general public
in customary commercial practice. Note that all offered warranties must
be valid at the proposed installation site. (ii) Payment for the
delivered equipment will be made via direct electronic funds transfer
upon inspection and conditional acceptance of the equipment. 17(xiv).
