Software license and annual maintenance renewal with Unitree Software. Unitree Software's license is used for processing and for supporting NASA's MODIS Characterization and Support Team (MCST). Unitree's software license will also aid in the delivery and validation of the MODIS calibration product and this product is the starting point for all MODIS science products. An essential component of MCST's data analysis, which is heavily relied upon Unitree's software licensing, is the collection, storage, and distribution of MODIS instrument data. The only commercial software product, which meets this requirement, is Unitree Software and its licensing products. Unitree's products are essential for MCST's success for the MODIS EOS and GSFC Science and the EOS AM-1 launch. This requirement is for an upgrade of an existing software product in that the product is highly imperative for project success to ensure a successful and timely operation. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA's GSFC intends to purchase this software and annual maintenance service from Unitree Software as a sole source requirement. The software source codes and systems that are necessary to maintain and update the software are only available from and propriety to Unitree Software. The authority is 10 U.S.C. 2304(c)(1), Only One Responsible Source. The Government intends to acquire a commercial item using FAR Part 12. See Note 22. Interested firms have five (5) days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the five (5) days or without the required information will be considered nonresponsive to the synopsis and will not be considered.A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
