Center Philadelphia (DSCP), Operational Rations Commodity Business
Unit(CBU)is interested in comments from industry regarding developing
and accessing commercial market information to maintain visibility over
logistical capability outside the continental United States (OCONUS)in
support of the military service's wartime subsistence field feeding
plan. DSCP is primarily interested in purchasing a periodically issued
printed report of information about the awardee's own operations,
commercial agreements and capacity to supply, store, transport and/or
assemble rations or the components of rations. However, DSCP will also
consider the possibility of buying a report that goes beyond the
awardee's own operations and surveys supply, storage, tranport and
assembly capabilities that are available but lie outside the awardee's
existing business network in a given country or region. This
initiative is referred to as a Subsistence IBex. It is a planning tool
with the purpose of acquiring information for use by the DSCP
Industrial Base Program Manager to make certain decisions regarding
industrial base investments. The IBex program objectives are (1) to
purchase logistical information on commercial food assets, facilities,
equipment and personnel available withing the European and Asian
markets, (2) to improve the ability of the European and Asian
commercial sectors to respond to the mobilization needs of the U.S.
Government in the event of a surge in military requirements and (3) to
reduce the overall costs to the government involved in planning and
maintaining visibility over commercial logistics, storage and
transportation information throughout Europe and Asia. The European
market includes certain areas in Africa and the Middle East. The
Request for Information (RFI)and Statement of Work (SOW)is issued to
obtain market research information for a planned acquisition to
maintain visibility over logistical capability. The proposed contract
requirements are as follows: (1) Contingency Management Reports, (2)
Participate and Assist the Government in Testing this New Concept and
(3) Participate in Government/Industry Process Review Meetings. Posted
