B -- ROI ANALYSIS OF VA'S HR/PAYROLL INITIATIVE SOL 200-47-99 DUE 090599 POC Greg Hamberg The Department of Veterans Affairs, Austin Automation Center, intends to negotiate on a sole source basis with the National Academy of Public Administration (NAPA) for a Return On Investment (ROI) analysis of the VA's on-going HR/Payroll initiative (HR LINK$). NAPA is a non-profit, non-partisan, collegial organization chartered by Congress to perform such studies. The VA believes that due to NAPA's charter and their original involvement in the development of HR LINK$, they are uniquely qualified to provide the above services. This acquisition is for commercial services below the Simplified Acquisition Threshold (SAP). Any respondents to this announcement must demonstrate an expert and detailed knowledge of all aspects of HR LINK$, including the initial goals established for the project. Due to the compelling need for the results of this study to meet established Project milestones, responses to this announcement must be received by September 5, 1999. The determination to compete this requirement, basedon the responses received, is solely within the discretion of the Government.
