B -- SOURCES SOUGHT OF LABORATORIES TO PERFORM CHEMICAL ANALYSIS UNDER A BOA SOL F99P130332 DUE 091599 POC Bernadette Lewis -- Fluor Daniel Fernald (FDF), Prime Contractor for the United States Department of Energy's (DOE) Fernald Environmental Management Project (FEMP), Fernald, Hamilton/Butler County, Ohio, seeks interested laboratories to perform chemical analysis for FDF under a Basic Ordering Agreement (BOA). These laboratory services are specific to the generation of chemical (organic, inorganic) data of documented and known quality. The quality of data and the methodologies used in the generation of the data must meet the requirements set forth in the BOA. The services to be provided require the processing of samples of various types of materials to determine the quantity of specific chemical constituents via primarily SW-846 protocols, and analyses required by 40 CFR 136. The materials to be analyzed will include mixed waste samples to support site environmental monitoring programs, ongoing CERCLA remediation projects, and waste management activities. These mixed wastes may contain high levels of RCRA hazardous constituents and radioactive materials (Uranium and Thorium). Interested laboratories shall have at a minimum a NCR or Agreement State License to accept low-level radioactive samples for analyses. Individual task orders written under the BOA will identify detection limits, turn around times, analytes of interest, number of samples, and sample matrices. These task orders under the BOA will be firm fixed price task orders written for a specific quantity of work. Each laboratory with a BOA may have the opportunity to bid on the work, however, there is no guarantee that a laboratory approved for a BOA will ever be awarded specific task orders.
