NASA/Stennis Space Center plans to negotiate only with Visual Numerics, Inc. for an Upgrade PV-Wave License #602091, 603339, and 608743, to 8 PV-Wave Extreme Advantage Floating License; maintenance on the software through August 30, 2001; and additional software maintance for PV-Wave License 608744, 608745, 608746, and 608747 through August 30, 2001. Services and equipment must be compatible to existing PV-Wave applications (developed inhouse), which contain unique processing functions that have been optimized for performing calculations on data potentially exceeding 20-30 GB on a typical SSME hotfire test. In addition, maintenance and software must be Y2K compliant with NASA's High Speed Data Processing System. The government intends to acquire commercial items using FAR Part 12. Interested parties have 15 days from publication on the NAIS to submit in writing to the identified point of contact a proposal for their products' consideration. Proposals will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The proposal must include qualifications, pricing, business size, invoice terms, and a GSA contract number, if applicable. Responses received after 15 days or without required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government not to compete this proposed order on a full and open competitive basis, based upon response to this notice, is solely within the discretion of the Government. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See Internet Note "B".
