(Customs) intends to solicit proposals for a prime contractor to
support its Modernization Initiative. The result of this efort will be
a comprehensive update of the Customs Information Technology
environment, focusing initially on updating Customs international trade
facilitation by replacing the current Automated Commercial System (ACS)
with the Automated Commercial Environment (ACE). The initial tasks
under this indefinite delivery, indefinite quantity (IDIQ) will be to
provide program office support for the Customs Office of Information
and Technology, to define and execute the technical systems engineering
aspects of Customs enterprise modernization, and to develop an overall
ACE Development Plan and Schedule. Other tasks will be identified
during the planned ten year term of the contract. Customs intends to
make relevant information broadly available to all interested vendors
to ensure a full and open competitive environment. Information
concerning Customs Modernization, pilot efforts, applicable background
and the planned solicitation itself will be published on ProcureNet,
the acquisition page on the U.S. Customs Service website, at
http://www.customs.treas.gov/procurenet. Prospective offerors are
advised to check ProcureNet regularly for updated information.
Interested vendors are advised also that participation in the Treasury
Department's Mentor/Protege program will be a mandatory requirement
for this solicitation. Offerors must have an approved Mentor/Protege
agreement with Treasury (or have submitted a Mentor/Protege program
application to Treasury within thirty days after release of the planned
solicitation. A presolicitation briefing will be held on Friday,
October 8, 1999, at the Crystal Gateway Marriott Hotel in Crystal City,
Virginia. Written preregistration will be required and vendors will be
limited to no more than four attendees. A preregistration form may be
requested in writing from the contracting officer. The release of a
draft solicitation for comments is currently planned on October 15,
1999. The release of a final solicitation is planned in January, 2000.
