Per FAR 15.206(e), a cancellation is needed as the amendment proposed is substantial enough "...so that additional sources likely would have submitted offers had the substance of the amendment been known to them, the contracting officer shall cancel the original solicitation and issue a new one...". This solicitation is being reissued under 75-M-APHIS-99. Those interested parties who requested a copy of the original solicitation 45-M-APHIS-99, as amended on August 17, 1999, need not request the new solicitation as they will be sent a copy of 75-M-APHIS-99. The United States Department of Agriculture (USDA), Agricultural Marketing Service (AMS), Dairy Programs, Federal Milk Marketing Order Program has a need for auditing services. The broad objective of the audit is to determine whether Market Administrators are managing Milk Marketing Orders in accordance with applicable regulations and instructions and by means of examination, analysis and review of operations. We are looking for a CPA firm to perform this effort. This procurement will be awarded as a fixed price contract, FOB destination. All effort shall be completed and all reports delivered by January 30, 1999. This effort is being advertised as a 100% small business set aside.
