United States Environmental Protection Agency's Office of Acquisition
Management (OAM) will issue a solicitation supporting the Office of
Solid Waste (OSW), Economic, Methods and Risk Analysis Division
(EMRAD). The Methods Team is the focal point within OSW for expertise
in analytical chemistry and hazardous waste characteristic testing
methodologies, environmental sampling and monitoring, and quality
assurance/quality control. OSW plays a vital role in implementing the
hazardous waste management and contaminated site cleanup programs under
the Resource Conservation and Recovery Act (RCRA). The Methods Team
program provides technical support to other OSW Divisions, EPA Program
Offices and Regions, state regulatory agencies, and the regulated
community. The purpose of the program is as follows: (1) develop and
evaluate analytical and test methods to identify and characterize
hazardous wastes, environmental samples and contaminated materials; (2)
produce guidance documents and technical transfer programs to foster
the development and use of innovative, cost-effective approaches (such
as through Performance -Based Measurement Systems, PBMS) for waste and
site characterization, monitoring and remediation; (3) analyze and
interpret data from RCRA monitoring activities; (4) maintain "Test
Methods for Evaluating Solid Waste, Physical/Chemical Methods,
(SW-846)", a multi-volume manual of EPA-approved methods and monitoring
guidance; (5) foster public outreach and communication regarding
RCRA-related monitoring activities such as through the annual Waste
Testing and Quality Assurance (WTQA) Symposium and the Methods
Information Communications Exchange (MICE) service line. It is the
Government's intent to award one cost-plus-fixed fee, level of effort
contract. The contract period of performance shall be for a two-year
base period with three one-year options. The contract will have an
estimated total level-of-effort of 27,000 professional and technical
hours for the base period and 13,500 hours for each of the option
periods. The anticipated release date for the Request for Proposal
(RFP) PR-HQ-99-16258 is October 8, 1999. The purpose of the CBD
annoucement is to notify potential offerors of EPA's requirements,
generate the source list, and to direct interest to EPA's "Doing
Business with EPA" Internet World Wide site at
(http://www.epa.gov/oam/srpod) for futher information on this
procurement as it becomes available. The RFP, amendements and other
related items for this procurement will be posted on this WEB site and
