Systems TEAM has a requirement for Logistics Systems Integration
Support Services in support of the AIR-3.1 Logistics Management
Competency. This includes logistics planning, developing supportability
analyses, maintenance planning and development, support structure
activation, Metrology and Calibration (METCAL) Program logistics
support services for Navy calibration laboratories, mobile facilities
and mobile facility ancillary equipment, modeling and simulation, and
configuration management. A Draft Statement of Work is available at the

of Work documents on this website are to be considered draft only, and
are not part of the Request for Proposal (RFP). Services will include
providing support at the following locations: Naval Air Systems Command
(NAVAIR), Patuxent River, MD; Naval Air Warfare Center Aircraft
Division (NAWCAD), Patuxent River, MD; Naval Air Warfare Center
AircraftDivision (NAWCAD), Lakehurst, NJ; Naval Air Warfare Center
Weapons Division (NAWCWD), China Lake, CA; Naval Air Warfare Center
Weapons Division (NAWCWD), Point Mugu, CA; Naval Air Warfare Center
Training Support Division (NAWCTSD), Orlando, FL; Naval Aviation Depot
(NADEP) Cherry Point, NC; NADEP Jacksonville, FL; NADEP North Island,
San Diego, CA. Offerors will be required to provide off-base
contractor office spaces at the following sites: NAVAIR and NAWCAD
Patuxent River, MD; NADEP Cherry Point, NC; NADEP Jacksonville, FL;
NADEP North Island, San Diego, CA. Services are required for a base
one-year period plus four one-year option periods, performance to
commence on or about February 2000. The Government will also include
the option provisions in FAR 52.217-8. Estimated Work Years are as
follows: Base year, 615 Work Years; Option Year One, 684 Work Years;
Option Year Two, 753 Work Years; Option Year Three, 822 Work Years;
Option Year Four, 891 Work Years. Each Work Year equals 2,080 hours. It
is anticipated that solicitation N00421-99-R-1614 will include multiple
award provisions and result in multiple cost plus award fee contracts.
The Government will award contracts resulting from this solicitation
to the responsible offeror(s) whose offer(s) conforming to the
solicitation will be most advantageous to the Government, cost or price
and other factors specified elsewhere in the solicitation, considered.
This solicitation is being issued on an unrestricted basis. However,
the Government is reserving one award for a certified 8(a) firm and one
award for an eligible small business under the applicable Standard
Industrial Classification (SIC) Code. These reservations will only be
applied to the extent that the proposals received by such firms are
both technically acceptable and generally evaluated to be in line with
all other proposals being considered for award. The Government
reserves the right to make additional awards. This requirement is being
classified under SIC Code 8711 ($20.0M). To encourage 8(a) and small
business participation, the Government will include beneficial rating
criteria in the RFP for offerors participating in the Small Business
Administration's 8(a) Mentor/Prot g Program or for any 8(a) or small
businesses entering into teaming arrangements (per FAR 9.6) with other
qualified 8(a) or small businesses. Regulations pertaining to the
aforementioned 8(a) arrangements are available on the internet at:
http://www.sba.gov/regulations/124/. The 8(a) Mentor/ Prot g Program is
under regulation 13 CFR 124.520, and regulations pertaining to 8(a)
teaming arrangements are under 13 CFR 124.513. The SBA has provided the

to companies under the 8(a) and small business reserved awards will
each have a minimum guarantee of $400,000.00. Any additional awards
will divide the minimum guarantee of $100,000.00 equally regardless of

accepted. All internet responses must provide the return internet
address and post office mailing address. Internet responses without
these return addresses will not be accepted. A pre-proposal conference
will be held approximately 15 days after release of the RFP. The
location and details regarding the pre-proposal conference will be
stated in the RFP. The solicitation will be made available on the
internet in Word 6.0 format and will reside on the NAVAIR Solicitation
Home Page at: http://www.navair.navy.mil/business/ecommerce/index.cfm.
Offerors who have requested a copy of the RFP will be notified via
e-mail when it is released. All responsible sources may submit a
