ADVANCE NOTICE OF INTENT TO ISSUE BAA FOR OCEAN TECHNOLOGY DEVELOPMENT, USE, AND APPLICATIONS IN SUPPORT OF INTEGRATED NAVY-MARINE FORCES The National Defense Center of Excellence for Research in Ocean Sciences (CEROS) anticipates releasing a BAA on or after October 1, 1999 soliciting submissions for the CEROS FY00 core technical program. The topic areas in the intended BAA will include SHALLOW WATER SURVEILLANCE TECHNOLOGIES, OCEAN ENVIRONMENTAL PRESERVATION, NEW OCEAN PLATFORM AND SHIP CONCEPTS, OCEAN MEASUREMENT INSTRUMENTATION AND OCEAN ENGINEERING TOOLS, and UNIQUE PROPERTIES OF THE DEEP OCEAN ENVIRONMENT. CEROS anticipates soliciting proposals for concept exploration, analysis, study, development, and commercialization of ocean technologies and applied ocean science within the topic areas, with particular emphasis on proposals for development and demonstration of advanced concepts and technologies. Contract awards shall be based on proposal merit and funding availability. CEROS plans to make up to $6M available to fund proposals in response to the intended announcement, depending on funding amount and availability. CEROS plans torequest submission of initial project concept papers approximately 50 days after issuance of the intended BAA and anticipates that contractor selections will be made in March 2000. Multiple, fixed price contracts, not exceeding $1M each, are expected to be awarded to commercial entities capable of doing business in Hawaii as a result of the intended BAA. Proposals requesting $0.5 to 1.0M and involving multiple entities ("teaming") to leverage capabilities and advance technology development in Hawaii will be encouraged. Contract awards will be based on proposal merit and funding availability. The solicitation schedule, submission format, proposal evaluation criteria and other conditions will be detailed in the intended BAA. Since 1993, the CEROS core technical development programs have funded 100 projects for $39.15 million. CEROS seeks to advance innovative concepts and new approaches to advance technology while fully leveraging existing facilities and infrastructure in Hawaii and demonstrating beneficial commercial potential and military utility for the Department of Defense. CEROS will host a meeting on September 28th at the Ilikai Hotel in Honolulu, Hawaii to prepare companies for the release of the intended BAA and to encourage interactive networking among ocean technology companies. The meeting will include information about the intended BAA, the submission schedule and format requirements, and anticipated changes to the CEROS core technical program. Representatives from the Pacific Missile Range Facility and Commander in Chief, U.S. Pacific Fleet will provide overviews of facilities and capabilities and discuss Fleet technical requirements and priorities, respectively.
