COMMERCE BUSINESS DAILY ISSUE OF SEPTEMBER 3,1999 PSA#2425PRIVATE SECURE CORRECTIONS REQUIREMENTS FORECAST The purpose of this
Special Notice is for the Bureau of Prisons (BOP) to provide industry
with a forecast of future requirements for secure corrections services.
This forecast identifies future requirements in addition to those
described in Request for Proposals (RFP) PCC-0005, issued September 1,
1999. This notice is intended solely to provide interested parties
with information for planning purposes and does NOT constitute a RFP.
The BOP will issue a formal CBD notice with specific terms and
conditions prior to the release of any RFP. The BOP anticipates
continued growth in its need for contractor-owned and operated secure
correctional facilities to house low security non-U.S. citizen criminal
aliens. Beginning October 2000, the BOP anticipates establishing
contracts for a population of approximately 500 female inmates and
between 2,000 and 6,000 male inmates to be located within the
geographic areas of: Arizona; California (Imperial, Kern, Los Angeles,
Orange, Riverside, San Bernadino, San Diego, San Luis Obispo, Santa
Barbara, or Ventura counties); Texas, Oklahoma, and/or New Mexico.
Also, a requirement for a population of approximately 1,500 male
inmates to be located within the BOP's Southeast Region is anticipated.
Due to the estimated quantity of the requirement and the varying areas
in which these services are needed, multiple contract awards from a
single RFP are anticipated. Provisions of such contracts may include
but are not limited to: a fixed price contract with award-fee
incentives; a minimum capacity of 1,000 inmates for male facilities; a
maximum of 365 days from contract award to accept inmates; a three
year base period and seven-one year options; a performance-based
statement of work based generally on American Correctional Association
standards; a management emphasis on contractor quality control.
Interested parties should consider issues such as: state/local
authority to operate a private prison; state/local authority to use
force; opportunities to expedite facility activation; the ability to
comply with the National Environmental Policy Act (NEPA) of 1969.
