COMMERCE BUSINESS DAILY ISSUE OF SEPTEMBER 3,1999 PSA#2425NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER Notice of intent
to issue a sole source purchase order under the Simplified Acquisition
Procedures (SAP) with Canberra Industries for the installation of its
customized Genie-ESP System. EPA's Mobile Environmental Radiological
Laboratory (MERL) currently has in operation five High Purity Germanium
Detectors (HPGe) supported by five Instrument Control Bus (ICB) High
Voltage Power Supplies, five ICB Spectroscopy Amplifiers, five ICB
Analog-to-Digital Converter's (ADC), and three Acquisition Interface
Modules (AIM). The ICB and the AIM electronic components are
manufactured and supplied by Canberra Industries. Furthermore, the
components are operated through Canberra's proprietary software
presently installed on a PC-based Genie-2000 system. The PC-based
Genie-2000 system can only operate two complete detector systems
effectively. Currently, five detector systems (each having one HPGe,
three ICB components and one AIM which controls two systems ) are in
operation, reducing the efficiency and effectivenessof the current
PC-based Genie-2000 system. MERL requires that one workstation handle
all five detector systems, be compatible with all current hardware (ICB
and AIM) configurations, and be able to use current efficiency files
and previously analyzed sample data files via Canberra Gamma
Spectroscopy Analysis Package. In addition, the system must be a fully
functional workstation system (no beta testing), meet Year 2000
compliancy regulations, and meet requirements for Quality
Assurance/Quality Control data validation through International
Organization for Standards (ISO) and American National Standards
Institute (ANSI) Quality Standards. Therefore, EPA plans to procure the
software-based Genie-ESP PWS 600 AIM system from Canberra Industries,
which includes: 600MHz CPU, 64MB memory, 9.1GB hard drive, 1.44MB FDD,
600MB CD-Rom, 12/24GB DAT Tape, 17" Color Monitor, Thinwire-Twisted
Pair Ethernet, OpenVMS single user license, NAS Client 150 license
(DECWindows Motif, DECnet End Node, TCP/IP Client), 556A AIM, Unlimited
Basic Gamma Spectroscopy license, single user Genie-ESP License, Genie
Consolidated Distribution and Documentation. Also required is the
following: 128MB Memory Expansion for DPWS; 9.1GB Internal UW SCSI disk
for DPWS; S601 VMS Nuclide Identification unlimited user license; S602
VMS Detector Quality Assurance unlimited user license; S611 VMS
Interactive Peak Search unlimited user license; S619 VMS Procount Menu
software unlimited user license; S616 VMS Digital Plot unlimited user
license. Installation services include one day on-site installation
and familiarization, a 90-day on-site warranty, one additional day for
set-up and configuring PC to transfer files to AXP and an additional
startup assistance for Procount (includes three days on-site for
initial set-up of Procount batch/menu). THIS IS NOT A REQUEST FOR
