commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
Award will be for a Firm-Fixed Price Contract, One-time buy, on a
"Brand name or equal" basis. This solicitation is being issued as
Request for Quotation (RFQ) # 865839. This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-12. This solicitation is issued under the Test
Program in accordance with FAR Subpart 13.5. The FBI intends to
purchase the following: for all items -- Manufacturer: Canon, Mini
Digital Video 3CCD Camcorder, P/N: D16-0712-251, (60 each), which shall
include the following accessories with each Camcorder: 16X 5.5mm-88mm
zoom lens, 90 minute battery, battery charger, S-video cables, shoulder
strap/pad, lens hood. In addition, the following accessories would be
required: 1.6X Lens Extender, P/N: D56-0080-201, (60 each); System
Carry Case HC-3000, P/N: D81-1181-201, (60 each); Mic Adapter/Shoulder
pad MA-100, P/N: D84-0100-201, (60 each). The salient characteristics
for the Mini Digital Video 3CCD Camcorder are as follows: (1) Digital
component recording using the "DV" format; (2) 3 each 1/3" CCD's with
at least 270,000 pixels; (3) Interchangeable lens system; (4) Color
viewfinder with at least 180,000 pixels; (5) IEEE-1394 terminal
(4-pin); (6) S-video output; (7) Mic and line level stereo audio
inputs; (8) Optical image stabilization; (9) Lens must be capable of
resolving at least 600 TV lines; (10) F-stop and shutter speed must be
displayed in viewfinder; (11) Maximum weight without lens shall be
3lbs 12oz. Standard commercial warranty period shall begin upon final
acceptance of the applicable products listed in the
synopsis/solicitation. YEAR 2000 WARRANTY -- The contractor warrants
that each hardware, software, and firmware product delivered under this
solicitation (contract) shall be able to accurately process date data
(including, but not limited to, calculating, comparing, and sequencing)
from, into, and between the twentieth and twenty-first centuries,
including leap year calculations, when used in accordance with the
product documentation provided by the contractor, provided that all
listed or unlisted products (e.g., hardware, software, firmware) used
in combination with such listed product properly exchange date data
with it. If the contract requires that specific listed products must
perform as a system in accordance with foregoing warranty, then that
warranty shall apply to those listed products as a system. The duration
of this warranty and the remedies available to the Government for
breach of this warranty shall be defined in, and subject to, the terms
and limitations of the contractor's standard commercial warranty or
warranties contained in this contract, provided that notwithstanding
any provision to the contrary in such commercial warranty or
warranties, the remedies available to the Government under this
warranty shall include repair or replacement of any listed product
whose non-compliance is discovered and made known to the contractor in
writing within 90 days after acceptance. Nothing in this warranty
shall be construed to limit any rights or remedies the Government may
otherwise have under this contract with respect to defects other than
Year 2000 performance. A Year 2000 compliance certification will be
provided to the awardee, and signature shall be required. If the
offeror proposes to furnish an "equal" product, the manufacturer's name
and specifications must be submitted with the quote along with a sample
for technical review. The shipping costs for the sample product shall
be borne by the contractor. Therefore, if sample product is to be
returned, please provide your Federal Express Number along with your
quote. Delivery terms for this RFQ shall be 30 days ARO. Ship to:
Quantico, VA 22135. FOB for this RFQ is Destination. The following FAR
provisions and clauses are incorporated by reference and apply to this
solicitation. FAR clauses 52.212-1, Instructions to Offerors-Commercial
Items (JUN 1999), and, ADDENDUM-ADD: 52.211-6, Brand Name or Equal
(AUG1999); FAR 52.212-2, Evaluation -Commercial Items (JAN 1999). The
following factors, in descending order, shall be used to evaluate
offers: (i) technical capability of the item offered to meet the
Government requirement; (ii) past performance; (iii) price. Offerors
shall include a completed copy of the provisions at FAR 52.212-3,
Offeror Representations and Certifications-Commercial Items (JUN 1999),
with their offer. FAR clauses at 52.212-4, Contract Terms and
Conditions-Commercial Items (MAY 1999), and 52.212-5, Contract Terms
and Conditions Required to Implement Statues and Executive
Orders-Commercial Items (MAY 1999), along with 52.232.33, Payment by
Electronic Funds Transfer-Central Contractor Registration (MAY 1999).
Offerors' quotes shall be submitted on company letterhead, to the
address listed above no later than 4:00PM local time, September 15,
1999. Fax quotes will be accepted at (202)324-3767. Oral communications
are not acceptable in response to this notice. Offerors are hereby
notified that if your quote is not received by the date/time and at the
location specified in this announcement, it will be considered late and
shall be handled in accordance with FAR provision 52.212-1(f) (JUN
