Titus (618) 229-9539 Defense Information Technology Contracting Organization (DITCO) is announcing its intent to issue a procurement under the authority of FAR 6.302-1 for Thrane & Thrane (specific make and model application) mobile telephones with prepaid minutes for service with compatible (64 Kbps capable) M-4 INMARSAT satellite terminals. Use of the Thrane & Thrane specific equipment is essential to the Government's requirements, thereby precluding consideration of a product manufactured by another company, because it meets or exceeds expectations for high speed data transmission and compatibility with Standard Telephone Unit Third Generation (STU-III) and Standard Terminal Equipment (STE). No other manufacturer offers comparable equipment that meets or exceeds weight and size of the equipment. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is a Request for Quotation, reference Number DCA200-99-T-5023. This RFQ document and incorporated provisions and clauses are those in effect through FAC 97-12 and DCN 19990722. SIC Code 3663, Radio and Television Broadcasting and Communications Equipment, applies. Size standard is 750 employees. This requirement is for four fixed price line items as follows: CLIN 0001, TT-3080A Capsat Messenger Mobile Telephone (M-4 INMARSAT 64 Kbps Capable), 3 each; CLIN 0002, TAC 0201 Battery, 3 each; CLIN 0003, 1007 Nylon Carrying Case, 3 each; and phone cards for prepaid minutes of service (100 minutes per phone card x 10 phone cards per package) for use with INMARSAT satellite terminals, 6 PK. Delivery and acceptance of all items shall be F.O.B. Destination at Special Operations Command Pacific, Camp H. M. Smith, Building 31A, Room 103, Honolulu, HI 96861. "Year 2000 compliant" means, with respect to information technology, that the information technology accurately processes date/time data (including, but not limited to, calculating, comparing, and sequencing) from, into, and between the twentieth and twenty-first centuries, and the years 1999 and 2000 and leap year calculations, to the extent that other information technology, used in combination with the information technology being acquired, properly exchanges date/time data with it. (b) To ensure Year 2000 compliance, the contractor shall, at a minimum, test a representative sampling of the information technology, or same type of information technology, that will be provided under the contract. Year 2000 compliance testing will be accomplished and documented in accordance with generally accepted commercial standards/practices. If requested, the contractor shall provide the Government with a copy of such Year 2000 compliance testing documentation, at no additional cost to the Government.
