This action is not suitable for full and open competition for the following reasons: DY4 Systems, Ontario, Canada, is the only company which has the requisite knowledge and data to provide components which meet all of the Government's needs for this requirement; it would be time and cost prohibitive for another contractor to perform the engineering studies necessary to manufacture the parts required; the components must be compatible with the existing systems to ensure operational functionality.
