This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information provided in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation N00406-99-T-5467 is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through federal acquisition circular 97-12. The required salient characteristics for item 0001: Jet Fuel Thermal Oxidation Tester, are as follows: 1. Automatic determination of the thermal oxidation of aviation fuels 2. Shall meet ASTM D3241 standard test method. 3. Each unit shall have a serial data port and be provided with one (1) printer and data connection cable. 4. Electrical rating of either 110(+/- 10%) volts, 1 phase, 60 Hertz and be equipped with a U.S. power cord. 5. Each unit shall provide complete control over all testparameters (test time, fuel flow, and tube temperature) 6. Each unit shall collect the test data automatically and provide both digital display and output to a printer 7. Each unit shall be equipped with a leak detection system which automatically stops the flow of test fuel when a leak is detected. 8. Contractor shall be capable of providing logistical support for the equipment provided. Contractor state warranty period. 9. Each unit shall be provided with operating and technical manuals, a spares kit, and a printer. For item 0002, Visual Tuberator for item 0001. 1. Visual tuberator, with ASTM color standard & magnifying assembly. For determining the color and pattern of duel deposits (rating heater tubes according to ASTM D-3241.) 115 volt, 50/60 Hertz. This acquisition is subject to FAR Part 13, Simplified Acquisition Procedures. RYG program evaluation is applicable. This solicitation is full and open competition (unrestricted).
