The Government intends to purchase on a sole source all or none basis the following hardware and software items manufactured by GTE Government Systems Corporation of Needham, Ma.: (1) P/N TL-49470-1, TACLANE encryption devices release 1.0 unit with AC power (3 each); (2) P/N TL-49471-1, release 1.0 ancillary kit (3 each); (3) P/N TL/TAM-1, TACLANE 1 year hardware and software maintenance to include technical fixes and technical telephone help desk (3 each). All items shall be Y2K compliant and written documentation addressing this issue must be provided with the vendor's quote. The AEGIS Computer Center (ACC) mission is to provide the facilities and support infrastructure required to support AEGIS computer program lifecycle support engineering (LSE) for AEGIS class Cruisers and Destroyers. LSE includes maintaining, updating, delivering and installing AEGIS computer programs. Computer Sciences Corporation (CSC) is the prime contractor for AEGIS Weapon System (AWS) computer program development. Currently, CSC (Dahlgren Office) has 70 X-Window terminals that are connected to the ACC Program Generation Environment (PGE) Servers via the AEGIS Sites Network (ASN). These X-Windows terminals are used by the CSC computer programmers to access, modify, compile and link AWS computer programs resident on the ACC PGE servers. ASN is an ACC controlled network that utilizes T-1 equivalent connections to various Dahlgren contractor sites, Moorestown, N.J.; and Wallops Island, Va. to support the ACC Mission. The AEGIS Baseline 5 and 6 computer programs are significantly larger, more complex and use more bandwidth intensive commercial applications (compilers, linkers, etc.) than earlier AEGIS Baselines. The existing ASN network technology is limited to 2.9 Mbps bandwidth. The current bandwidth requirements for CSC to perform their mission is a minimum of 4 Mbps, with a worst case of 11 Mbps (2.5 times the current capability). The calendar year 2002 projections are for a minimum of 6 Mbps, with a worst case of 14 Mbps (3.7 times the current capability. Based on these bandwidth requirements, the Government will be using ATM Technology. The AEGIS Program requires this secure connection to CSC no later than March 2000. Only NSA approved encryption devices are approved by the Department of Defense for encryption of classified data. The only encryption device that will support ATM encryption in this timeframe is the GTE TACLANE encryption devices. GTE Government Systems Corporation is the manufacturer and only source to provide the hardware/software items and maintenance. This requirement is to be processed using the Simplified Acquisition Procedures. All vendors must provide written documentation from GTE Government Systems Corporation giving them authorization to provide these products. All vendors shall provide their CAGE Code, Dunn and Bradstreet Number, their Federal Tax Identification Number and must be registered in the Central Contractors Registration Database.
