The following amendment is the fourth modification to the combined synopsis/solicitation for the Development of an Electronic Application System for the Peace Corps, posted on 23 August 1999. Any future questions must be submitted in writing to the Contracting Officer via email. An attempt will be made to answer them individually. There will be no questions answered via another modification. If an offer is submitted electronically, it must be in Microsoft Word or Excel format. Offerors shall propose their own response time to prospective Peace Corps applicant's problems with the system (i.e. Help Desk support), however, the electronic application system must be up and running 24 hours a day and 7 days a week. The Peace Corps currently uses an Oracle database resident on an Amdahl mainframe to collect and maintain volunteer applicant data. The successful offeror will be expected to download a data file on a daily basis, in a secure way, which will be mutually agreed to at a later date by the Peace Corpsand successful offeror. U.S. applicants overseas will have to have access to this web based application. There is no minimum or maximum number of revisions that may be required during the life of the application system, however, the initial development of the application will mirror the existing Peace Corps paper application.
