The Federal Highway Administration (FHWA) intends to award a purchase order to the Pennsylvania Department of Transportation (PennDOT) to conduct a ruggedness evaluation of AASHTO Test Method T303-96, "Standard Test Method of Test for Accellerated Detection of Potentially Deleterious Expansion of Mortar Bars Due to Alkali-Silica Reaction." The PennDOT has used the T303 procedures extensively and is the only known source that has the expertise, equipment, knowledge and relationship with other State DOT's using the test method, required to conduct the ruggedness evaluation.
