The National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), intends to negotiate with Biomedical Research Incorporated (BRinc) for additional costs associated with a recent 90 day extension of Contract N01-AI-45204. The contract currently provides a specimen repository for domestic and international HIV epidemiology studies, HIV vaccine trials, and other clinical and prevention research studies supported by the Division of AIDS (DAIDS) in the NIAID. This extension provides for a phase-out period to allow the effective transition of the repository to a new Contractor's facility. Authority for this action is 41 USC 253(c)(1), as set forth in FAR 6.302-1(a)(2)(ii). Inherent duplication of cost to the Government and risk associated with moving this repository make competition unfeasible for this phase-out period. (See numbered Note 22).
