Yourich, Contracting Officer, 256-876-2417, FAX 2546-955-8225 This acquisition will consists of the contractor integrating a contractor owned and modified, OH-58D Mast Mounted Sight Upgrade(MMSU) onto the nose of a government owned AH-1F to create a prototype/concept demonstrator AH-1F ICAS aircraft. This prototype/concept demonstrator AH-1F will demonstrate the feasibility of upgrading the substaining the AH-1F with the OH-58D MMSU/M65 TOW system and will be evaluated by the government for that purpose. Authority and Justification for other than Full and Open Competition is 10 U.S.C. 2304 (1) as implemented by FAR 6.302-1. Only one responsible source or only a limited number of responsible sources and no other supplies or services will satisfy agency requirements. The Boeing Company is the only contractor who possesses technically unique qualifications and has the ability to perform the required work. All responsible sources may submit a proposal which shall be considered by the Agency. See Note 22.
