COMMERCE BUSINESS DAILY ISSUE OF SEPTEMBER 7,1999 PSA#2426U.S. Nuclear Regulatory Commission, Division of Contracts, Attn: Linda
Wise MS-T-7I2, Washington, D.C. 20555 D -- LOCAL TELEPHONE SERVICES FOR REGION 3!! SOL RS-RG3-00-231 DUE
090999 POC Contact Anita Hughes, Contract Specialist on (301)415-6526
for any contractual questions.!! Amendment No. One (1) to Submission
No. 371876 for the August 24, 1999, CBD issuance -- The purpose of this
amendment is to provide answers to questions/concerns raised by
prospective offerors. The questions/concerns received and the responses
being provided by this amendment are considered clarifications that in
no way effect the solicitation as stated under Submission No. 371876.
Accordingly, under Amendment No. One (1) to Solicitation
RS-RG3-00-231, the following clarifications are hereby made: Question
1. -- Is there any means of obtaining access to the traffic volumes in
Lisle, Illinois? Answer 1. No. Question 2. -- Can T1 be used to assess
the trunks? Answer 2. No. Question 3. -- "Work to be performed on an
emergency basis shall require two-hour response time from the time the
NRC PO or designee initiates the call." Please clarify as to the
nature of the services required. Are they feature changes in the
switch? Do they require outside plant or premise work? What additional
services may be required? Answer 3. An example of the nature of
service required would be a non working circuit or no local telephone
service. The contractor would not have to change the switch. The
service would go up to the demarcation point at Region 3. There are no
additional services required other than those stated in the Statement
of Work. Question 4. -- Usage rates and call types have not been
requested. Can the assumption be made that 5 years covers the cost of
the access lines/T-1s only? Answer 4. The usage rates are for toll
service only. Question 5. -- What services are used currently (i.e.,
DDS, video, FDDI, SMDS, Frame Relay, 3003)? Answer 5. The services used
currently are the T-1 lines; no other services are currently used;
however, Region 3 wants the option to be able to order other services
in the future. Question 6. -- Is a site survey possible? We would like
to verify the condition of the space, layout, and access to the
equipment. Answer 6. A site visit is not necessary. Question 7. -- Are
the 20 office trunks analog voice grade? Answer 7. The 20 office
trunks service digital voice and analog lines. Question 8. -- When you
refer to FTS, is this FTS 2000? What type of interface do you want
with the FTS 2000 trunks? Answer 8. FTS is the Federal Telephone
Service, FTS 2000 and its successor, FTS 2001. The SOW (Section 5.A,
Technical Requirements) stated the interface requirements (e.g.,
"...may require interfaces with commercial long distance carriers.")
