Solicitation Number: N00421-99-R-1367. The Information Management
Department (IMD) at the Naval Air Depot Cherry Point, North Carolina
has a requirement for technical and non-technical support services
under solicitation number N00421-99-R-1367. This effort will be
competed on a full and open basis. The requirements, which will be
defined in a Performance Work Statement (PWS), involve Information
Technology Services (including telecommunications) and Administrative
Support. More specifically, the functions included are: Administrative
Support Services (i.e. travel, correspondence/directives control, and
mail services); Defense Messaging Services; Computer Operations
(maintenance and desktop services); Telecommunications, and Video
Teleconferencing. These functions are currently performed by a
Government workforce and a cost comparison will be conducted, under OMB
Circular No. A-76, Commercial Activities Studies, to determine the most
cost-effective mode of operation. The Government is developing an
in-house cost estimate and a contract may or may not be awarded as a
result of this process. If a contract award is made, the award will be
made in accordance with Part I, Chapter 3, Paragraph H of OMB Circular
No. A-76. Furthermore, if a contract award is made, it is anticipate
that the award will be firm-fixed-price. Many of the tasks require
access to proprietary information, therefore the FAR "Organizational
Conflict of Interest Clauses" will be invoked for this requirement.
Security clearances shall be required for select personnel and
facilities. Prospective offerors must have obtained ISO 9000
(9001/9002) registration in accordance with Raad voor Accreditatie
(RvC) and ANSI-RAB accreditation requirements by December 15, 1999 or
the actual date the solicitation closes, whichever is later, in order
to be considered technically acceptable. The ISO 9000 registration
requirement is in addition to all other requirements of the
solicitation that must be met in order to be considered technically
acceptable. A certificate of registration in accordance with the above
criteria must be submitted with the offeror's proposal. The
solicitation will not be extended for firms awaiting registration. The
anticipated date for the release of the solicitation is 15 October
1999. A site visit will be hosted and further details will be provided
upon the release of the solicitation. In advance of the site visit
notification, interested parties should submit their request to attend
the site visit via e-mail to blewgt@navair.navy.mil. The cut-off date
for site visit attendance responses will also be announced with the
release of the solicitation. In order to ensure access to the base,
site visit requests should include the name of the company and the
name, social security number, and status of U.S. citizenship of the
individual attending the site visit. Limit one person per company.
Requests for copies of the solicitation must be submitted via e-mail to
blewgt@navair.navy.mil. TELEPHONE REQUESTS FOR SOLICITATIONS WILL NOT
BE ACCEPTED OR RETURNED. ALL PROSPECTIVE OFFERORS MUST USE THE INTERNET
TO RESPOND. Please indicate interest by sending an email no later than
08 October 1999 to Greg Blew at blewgt@navair.navy.mil. All Internet
responses must provide the return Internet address, physical mailing
address, phone number, fax number, and single-point-of-contact within
the body of the response. Internet responses without the aforementioned
addresses/information will not be recognized. All responsible sources
may request a copy of the solicitation, attend the site visit, and
shall be considered by the agency unless this synopsis is amended or
replaced. The solicitation will be available over the Internet in WORD
97TM format and will reside on the NAVAIR Home Page, located on the
World Wide Web. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. The
Request for Proposals (RFP)/solicitation will not be released before
the anticipated date of 15 October 1999. It is essential that you
respond to this synopsis if you would like be notified (i.e.
electronically) when the RFP is released. Offerors who request
electronic updates on the status of the RFP will be notified via E-mail
