J -- RADIO EQUPMENT MAINTENANCE AND REPAIR SOL 9-4275 DUE 091099 POC Sandra Souders, (301) 713-0854 J -- The U.S. Dept. of Commerce/NOAA/NWS intends to negotiate on a sole source basis with West Virginia Emergency Medical Services, Technical Services Network (TSN) to provide communications services for the Integrated Flood Observing and Warning System (IFLOWS) in West Virginia. IFLOWS uses automated radio reporting rain and stream gages which transmit data by VHF radio in remote areas of West Virginia. This data is relayed by various means to NWS forecast offices. IFLOWS in West Virginia was established as a cooperative program between NWS and the West Virginia Office of Emergency Services, a state agency. Technical Services Network (TSN) is a non-profit organization which exists to serve the communications needs of various state government agencies in West Virginia. IFLOWS currently uses components of the TSN communications system and/or property for emergency services communications purposes. Maintenance and repair of the communications system will be provided by West Virginia Emergency Medical Services, Technical Services Network. This is a notice of intent and cannot be considered a solicitation; therefore, no solicitation package exists. Award will be made using simplified acquisition procedures.
