Eschels, (734)439-3608 This is a combined symopsis/solicitation for
commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information inluded in this
notice. (II) The soliciation is issued as a Request for Quotation,
number 117-0570. (III)The solicitation document and incorporated
provisions and clauses are those in effect through FAC 97-12. (IV)This
solicitation is 100% set aside for small business. The SIC code is
8011. The size standard is $5.0 million. (V)Item 1, Provide radiologist
services to the inmates housed at the Federal Correctional Institution
and the Federal Detention Center, Milan, Michigan. 100 sessions per
year. A session is a two hour period of time. This solicitation
includes four option periods, requiring 100 sessions per option year.
(VI)The radiologist will be licensed in the State of Michigan. The
radiologist will perform & interpret flouroscopic examinations,
including, but not limited to, barium enemas, upper & lower GI's, and
arthroscopy. The formal report will be typewritten and faxed or
delivered to the radiology department within 48 hours. All films will
remain in the health services department of the institution. The
radiologist will interpret films of other studies performed by the
medical staff at the institution or detention center. The radiologist
will be available for same day readings in the event of a medical
emergency or for phone consultations. All sessions will be performed
during normal operating hours of the institution. Monday-Friday, 7:30
am -- 4:00 pm, excluding Federal Holidays or medical emergencies. The
radiologist will be escorted at all times while inside the secure
perimeter of the institution. The radiologist will be in contact with
convicted felons andshall conduct him/herself in an appropriate manner
at all times and shall report any infractions of the rules &
regulations by the inmates to the institution staff immediately. The
radiologist shall adhere to all regulations prescribed by the
institution for the safety, custody and conduct of inmates. The
radiologist shall attend an institution orientation program prior to
assuming institution involvement. Reimbursement is authorized at the
contract rate, prorated hourly. The radiologist shall clear a ncic
background investigation or other security checks as required by the
bureau of prisons prior to assuming institution involvement. This
service is a contractual arrangement and not a personnel appointment.
Payment is based on the provision of an end product or the
accomplishment of a specific result. The service does not constitute an
employer/employee relationship. The contractor will not be subject to
government supervision, except for security related matters. However,
contractor performance shall be closely monitored. (VIII)N/A
