Non Personal Services: Notice of Intent to issue a Sole Source contract to United Way of San Antonio, to hire two (2) contracated workers for a period of twelve (12) months to develop, enhance and manage the Kelly AFB assistance and human support referral services throughout Kelly AFB,information and referral agent program. Services provided will ensure rapid stabilization and immediate access and deliver of necessary human support and recovery services during base realignment and closure. The intent of the new contract is to maintain continuity of services during the downsizing and realignment process at Kelly AFB, TX. All potential offerors should contact the buyer/PCO identified in this notice for additional information and/or to communicate concerns, if any, concerning this acquisition. If your concerns are not satisfied by the contracting officer, an Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of an acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentially as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
