For award of a fixed price one year with one twelve month option contract for acquisition consulting services to the Directorate of Aerospace Fuels Management, Kelly AFB TX. Support the directorate mission to provide aviation, ground and missile fuels and related support to its customers. This effort shall include, but not be limited to, definition of requirements, customer support, fuels producers and capabilities, acquisition, contract administration and financial management. Services shall be required for up to 1000 man hours per year. All potential offerors should contact the buyer/PCO identified in this notice for additional information and/or to communicate concerns, if any, concerning this acquisition. If your concerns are not satisfied by the contracting officer, an Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of an acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer,but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel.
