To further clarify the International Business Reply requirement, the contractor shall obtain and provide cards with International Business Reply (IBR) permit. The back of the IBR card shall provide instructions requesting the customer's response. These cards shall be forwarded to NIST by contractor upon return receipt All other requirements remain the same.
