This is a Sources Sought announcement issued for the purpose of identifying 8(a) sources to provide the Technical Assistance for Small Troubled Public Housing Agencies for the Office of Troubled Public Housing Agencies for the Office of Troubled Agency Recovery located in Wasington, DC; the Troubled Housing Recovery Centers located in Memphis,Tennessee and Cleveland, Ohio; and various Department HUBs and Program Centers. The Department has established a new performance monitoring tool, the Public Housing Assessment System (PHAs) to evaluate the ability of Public Housing Agencies to provide safe, sanitary, and affordable housing to millions of low income families. PHAs will provide a numerical score for each agency in four major areas: Physical conditions of housing stock, financial administration, overall management and resident satisfication. Agencies scoring below 60 percent or failing to meet thresholds for physical conditions, financial or management reasons will be designated troubled and will receive technical assistance in order to substantially improve the agency score within a 12 month period. This announcement is only an expression of interest. The Government does not intend to award a contract on the basis of this announcement.
