COMMERCE BUSINESS DAILY ISSUE OF SEPTEMBER 7,1999 PSA#242670 -- LAB-IN-A-BAG DATA COLLECTION SYSTEM The Social Security
Administration (SSA) intends to negotiate solely with Norm Wilcox
Associates, 4574 Timbery Court, Suite 200, Jefferson, MD for a
"Lab-in-a-Bag" Data Collection System. The "Lab-in-a-Bag" is a portable
usability lab which is housed in a carry-on luggage case with wheels
and a telescoping handle. It integrates the following equipment into a
unit that weighs less than 40 lbs and qualifies as a carry on luggage:
1. High resolution Sony DVC digital video tape recorder with 4" LCD
monitor, S- video and composite video inputs and one hour recording
capability. 2. SVGA data scan converter (1024x768 max pel resolution)
with 2X zoom control. 3. One remote color video camera for recording of
the test subject's actions. 4. One participant audio system -- camera
microphone and local speaker. 5. One test administrator intercom audio
system -- hand microphone and local speaker. 6. Hardware interface for
software control of recording VCR. 7. Hardware tape time code recording
system. 8. Time code based data logging software ("Observant") to
record test events. 9. Two 25' cables for connection to camera and
participant PC video output. 10. Wheeled suitcase travel enclosure. 11.
Onsite installation and testing services. 12. Three days of on-site
training. 13. Power supply. The "Lab-in-a-Bag" equipment described
above is supplemented with the following items that are required only
when the unit is used in the SSA permanent Usability Labs. These items
are required to capture the audio portions of telephone interview
simulations, to support editing of the digital files created by the
"Lab-in-a-Bag" recorder, and to provide video signals and
keyboard/mouse controls of the lab equipment to observers in the
presentation room. 1. One PC digital editing card with Adobe Premiere
software. 2. 125' SVGA shielded able to link the lab's control room to
the presentation room. 3. One remote participant workstation keyboard
and mouse control unit. 4. Two multi-position video controls to switch
local keyboard, mouseand video signal between the lab's control room to
the presentation room. 5. One analog telephone monitoring attachment
that supports observation and recording of telephone test scenarios.
The system shall have a one-year warranty. Interested parties must
respond to this notice within 15 calendar days from the date of this
publication. When responding to this announcement, respondents should
refer to LAB99. Responses should be submitted to the address cited at
the beginning of this notice. FAXED RESPONSES SHALL NOT BE PERMITTED.
