COMMERCE BUSINESS DAILY ISSUE OF SEPTEMBER 7,1999 PSA#2426S -- PRIVATIZATION OF UTILITIES SYSTEMS AT MAXWELL AFB/GUNTER ANNEX,
The United States Air Force (USAF) requests industry review and
comments on a DRAFT Request for Proposal (Draft RFP). The Draft RFP
identifies a requirement based on Defense Reform Initiative (DRI) #49,
dated 23 DEC 98. The DRI requires all DoD utility systems (electric,
water, wastewater, steam, and natural gas) be privatized by 30 Sep
2003, except those needed for unique security reasons or when
privatization is uneconomical. The resulting contract(s), if awarded,
will require the New Provider(s) to furnish all facilities, labor,
materials, tools, and equipment necessary to own, maintain and operate,
and accept full liability for the Maxwell/Gunter/VWTS electric, gas,
wastewater, and water utility distribution/collection system(s) and the
Maxwell AFB central steam and chilled water plants. The New Provider
will be required to manage the maintenance, repairs, replacement, etc.,
of the system(s) to ensure continuous, adequate, and dependable service
is distributed to each Government or tenant connection within the
service premises. The New Provider will be responsible for funding all
capital investments required to acquire, maintain and operate the
utility system(s) in a safe, reliable condition and to meet the
requirements listed in the contract. The New Provider will assume
ownership of the system(s) and all downstream distribution and
collection systems as specified in the Rights of Way (ROW) and lease
documents (See Attachment J-6 of the RFP.). The Real Estate documents
will be conveyed via a Bill of Sale upon award of the contract. New
Provider proposals and plans may become a part of the contract upon the
decision to award. The RFP including all available attachments,
appendices, and related information is available only through that
address. The Government anticipates awarding a Fixed Price Utility
Service, indefinite term contract(s). This acquisition is unrestricted.
The SIC Code is 4939 and annual size standard is $5,000,000. Large
businesses are required to submit a subcontracting plan which meets the
requirements of FAR 52.219-9 and AFFARS 5319. Comments on the Draft RFP
shall be submitted electronically to Ms. Dale Peaden at e-mail address
dale.peaden@tyndall.af.mil not later than 4:00 PM CT on 29 September
1999. All comments will be taken into consideration and may result in
changes to the final RFP. However, individual written or oral responses
will not be provided. Another synopsis will be issued on or about 21
Sep 1999 requesting Statement of Qualifications (SOQ_s)information from
potential offerors. Offerors will be notified on approximately 15 Oct
1999 of qualification status. However, no offeror will be denied the
opportunity to submit a proposal in response to the final RFP due to be
