E-MAIL: A. Bryan Ball, aball@pop200.gsfc.nasa.gov. NASA/Goddard Space Flight Center (GSFC) plans to issue a Request for Offer(RFO), on a sole source basis to North America Telecommunications Inc. (NATI), a one month extension with five (5) one-month option periods for a period not to exceed six (6) months to the exsisting Facility Operations and Maintenance Services Contract NAS5-32622 at GSFC located in Greenbelt, Maryland. Period of performance is to commence on October 1, 1999. This extension will include services for operations and maintenance of all GSFC facilities and collateral equipment and other related functions. The work shall include: planning and implementation of a comprehensive maintenance program covering electrical, mechanical, plumbing, utility services, and responding to trouble calls. Critical to this process will be the ability to apply modern maintenance management techniques such as Reliability Centered Maintenance (RCM) strategies to determine the optimum mix of preventive, predictive, reactive and proactive maintenance practices. Another important responsibility of the Contractor will be the operation and maintenance of automated Management System (CMMS). This work and experience NATI gained makes it uniquely qualified and capable of maintaining these critical services while the follow-on solicitation RFP5-51132-106 is being competed. This procurement is authorized under 10 U.S.C. 2304(c)(1) only one responsible source and 10 U.S.C 2304 (d)(1)(B) -- duplication of cost and unacceptable delays.
