Institute intends to issued a non-competitive modification to an
existing purchase order # 263MJ913786, with Spaulding & Slye Services,
1025 Thomas Jefferson St., Washington, D.C. 20007, to continue to
perform minor building repairs services and space modifications ending
August 2000. Spaulding & Slye Services is the Lessor, and by General
Services Administration (GSA) Lease Agreement, services must be
obtained from the Lessor. STATEMENT OF WORK: BACK GROUND: In April
1995, NCRR took possession of a new leased office facility known as the
Rockledge Centre, 6705 Rockledge Drive, Bethesda, MD. There is now and
will continue to be a need for minor building repair and maintenance
tasks. In addition, modifications to existing space are needed due to
reorganization efforts, staff realignments, staff growth, and ongoing
changes in the way we do business. A workable system is required to
accomplish these types of tasks in an efficient manner within an
acceptable timeframe. The normal NIH practice of using the NIH 62, Work
Request, through the Division of Space and Facility Management, for
requesting work in off-campus buildings is too time-consuming and,
therefore, unresponsive to our needs. This "Handyman Contract" approach
has been used successfully for about four years now by NCRR and other
Rockledge Centre occupants. WORK SCOPE: A. A contractor is required who
has the capability to perform minor repairs and space modification
tasks for the scientific and administrative occupants of the Rockledge
I building. Examples of the types of task to be required are as
follows (this list is not to be construed as all Inclusive; these are
only examples): Install, modify, and/or remove coat hooks, pictures,
plaques, bulletin boards, tool holders, shelves, miscellaneous storage
racks and holders. Repair drawers, cabinets, storage compartments, and
closets. Adjust door closer and door sweeps and reinstall bumper
guards. Install, modify, and/or remove shelves, cabinets, lights,
electrical outlets, telecommunication boxes. Connect and disconnect
equipment and furniture to electrical systems. Repair and/or install
receptacles, ceiling tiles, door closures, door hardware, etc. Patch
and/or paint walls, doors, doorjambs, etc., including minor touch-ups
over and above normal wear and tear. Repairs include miscellaneous wall
coverings and floor coverings. Demolish, build and/or modify walls.
Provide supplemental air conditioning services, including maintenance
agreements for above standard A/C units owned by NCRR. Uncrate,
assemble, and move equipment and furniture, including systems
furniture. Other miscellaneous services. A price list for typical tasks
is attached. B. The contractor will be expected to initiate each
assigned task within 24 hours and have it completed within 48 hours.
The contractor will be responsible for purchasing minor items of supply
(screws, washers, electrical outlets, switches, etc.) up to $200 and
charging for those items on the individual task invoice. C.After each
task is completed, the contractor is to have the work inspected and
approved by the requester. D. The contractor may invoice the NIH and
receive payment monthly. Each task and invoice is to reflect the number
of labor hours, in quarter hour increments, it took to perform the
task, the hourly rate, and the cost of purchased supplies if any. III.
PERIOD OF PERFORMANCE: June 1999 through August 2000.

acquisition procedures. The Standard Industrial Classification (SIC)
Code 7349, Size Standard $12.0M is applicable to this requirement. The
Small Business Set-Aside for this requirement has been lifted. This
notice of intent is not a request for competitive proposals. Interested
parties may identify their interest and capabilities in response to
this requirement. The determination by the Government not to compete
the proposed contract based upon responses to this notice is solely
within the discretion of the Government. Information received will
normally be considered solely for the purpose of determining whether to
conduct future competitive procurement. Responses to this announcement,
