14 -- SOURCES SOUGHT SYNOPSIS FOR THE TACTICAL CLASS, UNMANNED AERIAL VEHICLE TARGET TACTICAL (UAV-T(T)) SYSTEM DUE 092399 POC Lillie M. Bedwell AMSAM-AC-SA-K (PCC), 256-842-7308 The United States Army Aviation and Missile Command (AMCOM) and the United States Army Simulation, Training and Instrumentation Command's (STRICOM) Targets Management Office (TMO) are seeking sources for a tactical class unmanned aerial vehicle target for use in live fire tracking and engagement testing by air defense missile systems to be conducted on Department of Defense test and training ranges. Tactical class unmanned aerial vehicle systems have been developed and deployed by numerous nations. These systems could potentially be employed against U.S. and allied forces. In order to support testing of weapons systems and training of soldiers, a low cost target is required. Due to the diversity in appearance and performance of tactical class unmanned aerial vehicle systems which could be employed against U.S. forces the Unmanned Aerial Vehicle -Target (Tactical) [UAV-T(T)] system will not be required to duplicate the appearance or performance of any specific unmanned aerial vehicle system. The UAV-T (T) system must represent the physical appearance and flight performance characteristics of the class of tactical unmanned aerial vehicles, with physical dimensions of ~5m wingspan, ~4m long, and a fuselage diameter 0.5m. The UAV-T(T) air vehicle will not be required to be equipped with any intelligence gathering sensor systems similar to those normally found on tactical class unmanned aerial vehicle systems. Because of the potential destruction of the target during live fire engagement the cost of the UAV-T(T) system air vehicle may not exceed $20,000.00. UAV-T(T) system ground support equipment must be capable of supporting all phases of the air vehicle maintenance and operations and provide positive control of the air vehicle at slant ranges of not less than 20 kilometers at altitudes from the surface to 12,000' msl and above. The UAV-T(T) system will be operated on Department of Defense test and training ranges within the United States and could potentially be operated at overseas U.S. forces training ranges. UAV-T(T) systems will be required to operate during periods of daylight and darkness and under Basic and limited periods of Hot-Dry climatic conditions. A draft Functional Specification/Statement of Work for this project is available from the Point of Contact listed in this announcement. Industry comments on the draft Functional Specification/Statement of Work may be provided to the Point of Contact. Comments should be restricted to those which will assist in making the draft Functional Specification/Statement of Work more readily understood by industry and areas where minor modifications could result in substantial cost avoidance. Comments that appear to the government to be an attempt to modify the draft Functional Specification/Statement of Work toward a particular product will be disregarded. Sources are sought which have existing mature hardware (either COTS or as a result of R&D) as well as sources with experience in similar/compatible projects who may be interested in providing UAV-T(T) systems, UAV-T (T) contractor logistics support, UAV-T(T) field and flight services support, and UAV-T(T) engineering services support to the government. Any company with the expertise to provide the required target system is invited to submit a statement of interest by 23 Sep 99 along with data to substantiate its qualifications. Data provided to substantiate qualifications should include information on current products meeting the general characteristics stated in this announcement and the reason(s) why a suggested product could be expected to achieve the capabilities requested. Sources with similar/compatible experience should provide the contract number of any current or previous government contract(s) for similar products. The submission of a statement of interest does not constitute participation in any future request for proposal. While full and open competition is contemplated for any solicitation to meet the UAV-T (T) requirement, competition will be restricted to organizations, which have or are capable of obtaining; a U.S. facility clearance which authorizes the handling of classified U.S. defense information.
