Part #S701570 This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the following items from Analytical Spectral Devices (ASD) for the following reasons: 1. Fieldspec FR PRO spectrometer and associated accessories. The existing two ASD FR spectrometers are insufficient to meet the demand for field spectral measurements. In addition, upgrades have been performed that represent the current state of the art in field instrumentation. Significant resources in analyzing the performance of these instruments, and developing calibration procedures and field data collection techniques, using this instrumentation, have been invested. If another instrument design is procured, it would be inconsistent with the existing system. In addition, there would no longer be a consistent set of interchangeable field instruments, required ease of calibration and maintenance, and for comparability between measurements. 2. Upgrades of existing ASD Fieldspec FR spectrometers to the Fieldspec FR PRO Model (PRO). Upgrades involve changes to the packaging, and thermal control and power supply to the instruments to make it a more robust and user friendly instrument The original instruments were built by ASD, and only ASD can provide the upgrades to the PRO model. 3. Additional foreoptics and calibrations for the ASD spectrometers, which can onlybe obtained from ASD. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/ capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
