Warfare Center is seeking prospective sources to provide air-cooled
Microwave Power Modules (MPMs). The MPMs' requirements are described in
the preliminary draft specification at http://www.crane.navy.mil. It is
anticipated that 12 MPMs will be required per node and that 16 fully
operational nodes plus one (1) prototype node will be required. Spare
and pipeline MPM requirements are not known at this time. Requirements
for additional nodes in support of other systems are expected. The MPM
is to be used as an amplifier driving an element(s) of an active phased
array antenna (APAA). In this application the RF output of the MPM will
be connected to a circulator serving as a duplexer. MPM designs that
incorporate a suitable internal duplexer will be considered favorably.
Potential sources must provide a budgetary estimate (closing date for
submission of response is COB 12 October 1999) for the manufacture of
two (2) fully functional engineering samples, 18 full specification
compliant MPMs, and the trade study below. The two engineering samples
shall be provided with air-cooled heatsinks. Heatsink fans (110 VAC 60
Hz) shall be furnished with the heatsinks if required. The two
heatsinks shall also be usable with the full specification MPMs without
modification. A trade study of heatsink and MPM design shall be
conducted to thermally optimize the heatsink and MPM combination. The
engineering samples shall be provided within 4 months after contract
award. Delivery of the 18 full specification MPMs shall begin 6 months
after contract award with 4 MPMs delivered per month. Multiple
responses from a single source are allowed. Responses shall be limited
to 30 pages for the technical portion. Technical information shall
include MPM and, where applicable, MPM sub-assemblies design and/or
test data. The source shall provide an update to the attached
preliminary specification that replaces the TBDs with numerical values
for the offered MPM. Design calculations shall be supported with
applicable and relevant test data where possible. Test data shall
include electrical performance and life test data. Prior experience
with achieving the required power added efficiency at or near the
required RF frequencies and with the same or higher bandwidth shall be
included if possible. MPM specification requirements will be
appropriately modified if an integral circulator (duplexer) is
incorporated into the MPM. The relevancy of design calculations or data
shall be stated if not clearly discernable from its context. MPM
performance and/or life test procedures, including detailed measurement
procedures for the test requirements of the attached preliminary
specification, are encouraged and may be included in the source's
response and will not be counted against the 30 page technical portion
limit. Please do not furnish data which is irrelevant or that is not
applicable to this specification's requirements. Teaming among sources
is allowed. Prospective sources must carry at least a SECRET security
